The Department of Planning and Development – Trakhees, part of the Ports, Customs, and Free Zone Corporation, has shared its latest achievements for the first half of 2025. The authority revealed that it carried out nearly 25,000 field inspections of buildings and construction sites. This step highlights its strong commitment to making Dubai’s investment environment smarter, safer, and aligned with the city’s vision of sustainable development.

His Excellency Engineer Abdullah Mohammed Belhoul, CEO of Trakhees, expressed pride in the results. He said the achievements reflect the organization’s dedication to improving efficiency, speeding up services, and maintaining the highest quality in its regulatory work. He also praised the departments of Building Permits, Urban Planning, Modifications and Accreditation, and Inspections for their crucial roles. According to him, their combined efforts are supporting project developers and investors while ensuring Dubai continues to grow in a sustainable and well-regulated way.

Digital Transformation and Smarter Services
One of the key highlights of Trakhees’ work this year has been its focus on digital transformation. The authority has been working closely with developers and partners through advanced online systems. This move has made processes faster, more transparent, and more convenient for everyone involved. By using technology, Trakhees has reinforced its position as a trusted regulatory body that sets high standards in engineering, planning, and environmental practices.
Safety at Construction Sites
The Building and Construction Inspection Department played a very important role in keeping construction projects safe and compliant. During the first half of 2025, the department carried out:
4,919 community inspection visits
6,965 inspections of ongoing construction projects
13,058 inspections using the “Tafteesh” smart application
These inspections ensured that all projects followed safety and engineering rules. The Tafteesh app, in particular, helped speed up the process of getting certificates while improving transparency. This shows how digital tools can make the work more efficient and reduce delays.
His Excellency Abdullah Belhoul highlighted that digital transformation has become the core of Trakhees’ operations. With over 13,000 inspections done through Tafteesh, the system has made a huge difference in monitoring, reporting, and certifying projects.
Urban Planning and Development
Trakhees’ Urban Planning Department also reported impressive numbers in the first half of 2025. Some of the key achievements include:
Issuing 2,739 site plans
Issuing 217 lease plans (a total of 2,956 planning transactions)
Handling 4,338 registered planning-related transactions
These planning-related tasks covered land boundary definitions, temporary traffic diversions, advertisement requests, and approvals for utility services. In addition, the department issued 3,321 No Objection Certificates (NOCs). All of these services help guide Dubai’s urban expansion in a way that is organized, smart, and sustainable.
Modifications and Accreditation
The Modifications and Accreditation Department also made strong contributions. In the first half of 2025, it issued 1,871 modification permits for buildings that had already received completion certificates. This ensured that even after projects were completed, they continued to meet Dubai’s strict regulatory standards. The department also conducted 1,873 field visits to check compliance of existing buildings.
On the training and professional development side, the department organized 339 training sessions. These sessions were attended by 2,717 individuals, who later received professional certifications. Additionally, 61 accreditation certificates were issued, showing the department’s effort to improve skills and raise standards in the construction and planning sectors.
Focus on Workforce Training
Another important part of Trakhees’ work is workforce development. The authority has been actively training professionals to ensure they have the right knowledge and skills. This not only improves the quality of work at construction sites but also makes Dubai’s construction industry stronger and more reliable. By providing training and accreditation, Trakhees is preparing the workforce to meet future challenges while keeping safety and quality as top priorities.
