His Excellency Mattar Al Tayer, the Chairman of the Supreme Committee for Urban Planning, recently led the 33rd meeting of the Committee. The meeting focused on reviewing key strategies and projects in line with the Dubai 2040 Urban Master Plan. It also discussed how well the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, the Vice President and Prime Minister of the UAE and the Ruler of Dubai, is progressing. His vision is to turn Dubai into the best city in the world to live in.

Mattar Al Tayer shared his thoughts, stating that under the guidance of His Highness Sheikh Mohammed bin Rashid Al Maktoum, and with support from His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, the Crown Prince of Dubai, and His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Dubai will soon launch several major projects to improve the quality of life in the city.
He emphasized that the Committee’s efforts will focus on plans and projects that aim to improve the well-being of the community. This is in line with the goals of the "Year of Community" initiative, which seeks to strengthen social bonds and create a more cohesive society. The projects will also focus on the development of five urban centers that will help diversify the economy, create jobs, and support business growth. Additionally, they will improve housing and essential services, all while supporting the "20-Minute City" concept. This concept ensures that all essential services are easily accessible within a 20-minute walk or drive.
Al Tayer also mentioned that there will be a focus on beautifying the city and developing projects in Dubai’s rural areas to enhance the experience for both residents and visitors. Dubai remains committed to advancing development plans and strengthening its leadership in improving the quality of life for all.
Streamlining Processes and Boosting Economic Growth
Al Tayer highlighted the progress the Supreme Committee for Urban Planning has made in streamlining the approval process for new real estate projects across the city. The value of projects benefiting from this process exceeds AED 55 billion, and there has been a 60% reduction in the time taken to approve development projects. The Committee has also allocated 450 million square feet of land for citizen housing. Over 50 master plans and projects have been reviewed and approved as part of the Dubai Economic Agenda D33, which aims to double the size of Dubai’s economy and make it one of the top three urban economies by 2033.
With the support of Dubai's leadership, several strategic programs have been launched over the past year. One of the most important programs is the Dubai Quality of Life Strategy 2033, which includes more than 200 projects across 10 main areas focusing on individuals, society, and the city. The goal is to make people the heart of development.
Al Tayer also discussed the approval of the Transit-Oriented Development (TOD) plan. This plan aims to optimize land use around metro stations, meet residents’ needs, and support the "20-Minute City" concept by encouraging the use of sustainable transport options like the metro.
A major development in rural Dubai is the Saih Al-Salam corridor master plan. This will include five service and recreational stations in Dubai's rural areas, to be developed in partnership with the private sector.
Building a Pedestrian-Friendly City
One of the exciting projects launched this year is the Dubai Walk master plan, which focuses on creating over 6,500 kilometers of pedestrian pathways across 160 areas. The goal is to transform Dubai into a year-round pedestrian-friendly city.
The first phase of this plan includes two major pedestrian routes. The Al Ras Loop is a 15-kilometer pathway that connects key historical landmarks in Al Ras, including five kilometers along the waterfront. The second route, the Future Loop, is located near the Museum of the Future. It will feature an iconic bridge that spans two kilometers and connects 10 key locations. This bridge will have an air-conditioned section covering 30,000 square meters, providing a comfortable walking experience all year round. The project will also include open spaces, shaded areas, and green spaces.
As part of the Dubai Walk plan, the "Super Block" concept will be introduced. This idea is aimed at designing urban spaces in several neighborhoods such as Al Fahidi, Abu Hail, Al Karama, and Al Quoz Creative Zone.
Mobility and Innovative Projects
In December, the contract for the Dubai Metro Blue Line was awarded, marking an important step in enhancing public transport infrastructure in Dubai. The 30-kilometer line will have 14 stations, half of which will be underground. It will serve nine residential and development areas, catering to an expected population of one million people by 2040.
Another exciting project is "Therme Dubai," the world’s longest interactive resort and park, which is being developed with the private sector. The park is expected to attract about 1.7 million visitors every year.
Dubai 2040 Urban Master Plan Progress
Since it was set up in March 2021, the Supreme Committee for Urban Planning has made significant progress under the Dubai 2040 Urban Master Plan. Key achievements include planning more than 17,400 residential plots for citizens, developing a new Urban Planning Law, and creating master plans for Dubai’s rural and desert areas, as well as public beach development.
The Dubai 2040 Urban Master Plan is designed to make the city more sustainable by creating integrated communities. The plan focuses on increasing green spaces, commercial areas, and recreational facilities, all of which will improve the quality of life for residents. The plan aims for a 105% increase in green spaces, parks, and recreational areas, a 134% growth in tourism and hospitality, and a 168-square-kilometer expansion in economic zones. Additionally, the plan aims to increase land for educational and healthcare facilities by 25% and expand public beach areas by 400%.
These steps are all part of Dubai's vision to become a global hub for economic and logistical activities while maintaining a high quality of life for all its residents.
