Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai and Deputy Prime Minister and Minister of Finance of the UAE, chaired an Executive Council meeting where he unveiled ambitious new initiatives aimed at propelling Dubai towards becoming one of the world’s top three urban economies by 2033.
During the meeting, Sheikh Maktoum announced the allocation of AED25 billion for the Foreign Direct Investment Development Programme over the next decade. This initiative is part of Dubai's broader economic strategy, known as the D33 economic agenda, which aims to attract AED650 billion in foreign direct investment. Emphasizing Dubai's strategic position as a global investment hub, he highlighted the city's advanced economic model designed under the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, and Ruler of Dubai.
The Dubai Economic Model, a cornerstone of these efforts, will employ a comprehensive framework consisting of 3,000 performance indicators to meticulously track Dubai's economic progress against its developmental goals. This model aims to enhance decision-making processes, create diverse opportunities, attract global talent, and stimulate international investment.

Sheikh Maktoum underscored Dubai's leadership in urban planning and sustainable mobility, highlighting the city's efficient transport systems and its reputation as an ideal place to live and work. He emphasized the importance of empowering individuals and supporting families as essential elements of Dubai's social agenda, promoting values of diversity, tolerance, and national identity.
The Executive Council meeting was attended by His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai, and His Highness Sheikh Ahmed bin Saeed Al Maktoum, Chairman of the Dubai Civil Aviation Authority. They approved a series of initiatives aimed at bolstering Dubai's economic resilience and expanding its infrastructure capacity.
One such initiative includes the development of areas surrounding Metro stations to enhance economic opportunities and promote sustainable transport solutions. This plan aims to increase public transport usage, reduce carbon emissions, and improve the quality of public spaces across Dubai.
Additionally, the Council endorsed the 'Manbar' programme, designed to increase the involvement of UAE nationals in mosque activities, thereby supporting social cohesion and community engagement. This initiative aligns with Dubai's commitment to enhancing social stability and empowering its citizens.
Furthermore, the 'Ghras Al Khair' programme was introduced to empower content creators and young influencers to promote values of tolerance, harmony, and cultural awareness through educational and digital initiatives.
These comprehensive initiatives reflect Dubai's proactive approach towards achieving sustainable development, economic growth, and societal well-being under Sheikh Mohammed's visionary leadership. The city continues to set benchmarks in urban innovation and economic resilience, positioning itself as a global model for dynamic and inclusive growth.
