The United States is gearing up to send an international stabilization force to the Gaza Strip as soon as next month, according to sources within the U.S. government. This initiative would operate under the auspices of the United Nations and form a crucial aspect of a wider peace strategy for Gaza, though numerous pivotal questions linger, particularly regarding the disarmament of Hamas.
According to two U.S. officials, the proposed International Stabilization Force is set to be deployed primarily in regions currently under Israeli control, without engaging directly in combat against Hamas. Instead, this force aims to stabilize Gaza and bolster security alongside Palestinian police who will receive refreshed training.
Several nations have expressed interest in joining this international effort. Ongoing negotiations will determine the mission’s size, the participating countries, and the protocols governing the training, accommodation, and operational conduct of troop deployments in Gaza. A two-star general from the American military has been flagged as a potential leader for the mission, although no final decision has been reached.
A meeting is scheduled to take place in Doha on December 16, organized by U.S. Central Command, to outline plans for the force, with representatives from over 25 countries anticipated to attend. Discussions will cover command hierarchies, coordination, and the operational guidelines for the mission.
This deployment marks a significant phase in the Gaza peace plan initiated by U.S. President Donald Trump, with the first stage having commenced on October 10 through a ceasefire following two years of conflict between Israel and Hamas. Since that time, there have been hostages released by Hamas and Palestinian detainees freed by Israel.
White House spokesperson Karoline Leavitt confirmed that strategic planning is quietly underway to ensure a transition from a temporary ceasefire to enduring peace. The objective is to achieve long-lasting stability in the region.
Indonesia has declared its willingness to send as many as 20,000 troops, focusing on non-combat roles like healthcare and reconstruction. Preparations are still in the initial phases, according to Indonesia’s Defence Ministry, which is currently organizing deployment structures for the units.
As it stands, Israel controls roughly 53% of Gaza, while the majority of the area's nearly two million residents are situated in territories held by Hamas. Under the proposed plan, the international force would first operate in Israeli-controlled zones, with Israeli forces pulling back gradually as stability improves, subject to specific conditions and timelines related to disarmament.
In November, a resolution from the U.N. Security Council was passed, allowing the establishment of a Board of Peace to oversee the process. This resolution authorizes the international force to aid in Gaza's demilitarization, including eliminating military infrastructure and restricting the rebuilding of armed capabilities.
Nevertheless, U.S. officials admit that the disarmament of Hamas remains an ambiguous topic. While the U.N. mandate permits forceful measures if deemed necessary, the engagement rules will be contingent on the various contributing nations.
Hamas has maintained that disarmament discussions have not been formally broached with mediators and has stated it will not surrender its arms without the establishment of a Palestinian state. Israeli Prime Minister Benjamin Netanyahu has welcomed the concept of a multinational force but has voiced skepticism regarding its capability to manage all security challenges.
This planned deployment serves as a testament to international intentions to stabilize Gaza after prolonged conflict; however, its effectiveness will hinge on collaborative efforts and a clear consensus on security obligations from all parties involved.
