Prime Minister Mark Carney revealed that the government is set to launch revised return-to-office protocols for civil servants. In the coming weeks, talks with public sector unions will help finalize how employees transition back to in-person work.
While addressing the media with Ottawa Mayor Mark Sutcliffe, Carney stated, “Different categories of return are likely based on factors such as seniority, job role, and capacity. We anticipate a more defined strategy in the next few weeks.”
Highlighting the significance of a robust public sector amidst economic and political hurdles, Carney stressed the necessity for staff to have access to office environments and the necessary tools for meaningful work.
Since the onset of the COVID-19 pandemic in 2020, the government has been negotiating between fully in-person and hybrid working models. The last policy revision, issued in May 2024, mandated that employees eligible for hybrid work should be physically present at least three days a week, whereas executives were expected to be present four days to effectively lead their teams.
Mayor Sutcliffe conveyed a positive outlook on the prospect of increasing office attendance, noting enhancements in transportation and local infrastructure that could encourage a more vibrant downtown environment.
However, federal unions have expressed concerns regarding inadequate office capacity and the feasibility of a complete five-day return. Nathan Prier, head of the Canadian Association of Professional Employees, criticized last year’s policy rollout as poorly executed and urged caution against repeating previous errors. Likewise, Alex Silas, national vice-president of the Public Service Alliance of Canada, indicated that many buildings are currently unprepared for a full-time influx.
As discussions continue, both the government and unions strive for a balanced solution that aids public servants while maintaining operational efficiency within federal agencies.
