The United Arab Emirates has experienced remarkable growth in its tourism industry, enhancing its appeal to international tourists and investors alike. This development aligns with a well-defined national strategy aimed at positioning the UAE among the world's leading tourism hotspots while ensuring lucrative returns for investors in a competitive, business-friendly climate.
Numerous incentives have been implemented to foster investment, innovation, and entrepreneurship in tourism. These initiatives leverage the UAE's natural attractiveness, progressive regulations, and social stability. With its mild winters and varied attractions, the UAE stands out as a year-round destination for travelers across the globe.
Strategically situated as a bridge between East and West, the UAE features diverse landscapes ranging from deserts to beaches, mountains, oases, and valleys. Its stability in both political and economic realms, along with religious tolerance and world-class infrastructure, enhances its allure for visitors and investors.
Thanks to these advantages, the UAE consistently ranks at the top of global tourism listings. It is among the top seven countries in terms of international tourist spending and boasts leading marks for aviation competitiveness and air transport infrastructure quality.
The upward trend in tourism performance continued in the first six months of the year, with over 16 million guests checked into hotels. As of mid-year, the UAE is home to 1,243 hotel properties featuring more than 216,000 rooms, including 16 new establishments that opened in 2024, showcasing solid confidence in the sector.
The “World’s Coolest Winter” campaign, themed “Our Winter is Entrepreneurial,” underscores investment prospects and support frameworks for tourism ventures. Various national initiatives, such as the National Tourism Charter and hospitality training programs, have further bolstered this vital sector.
The Ministry of Economy and Tourism is rolling out digital initiatives as part of the UAE Tourism Strategy 2031, including a system linking hotel data with local tourism entities. By 2026, new projects will focus on broadening tourism offerings, promoting digital advances, and ensuring sustainable practices.
Over recent years, substantial investments from government bodies, local stakeholders, and international firms have constructed robust tourism frameworks, including airlines, airports, hotels, and entertainment hubs. These advancements have facilitated premium travel experiences and nurtured cultural and heritage tourism throughout the nation.
Attractive incentives await tourism investors in the UAE, ranging from tax exemptions and 100% foreign ownership to access to over 40 free zones, absence of local sponsor prerequisites, no income tax, and full profit repatriation. Long-term residency visas and the ease of recruiting skilled workers also contribute to a conducive business atmosphere.
To boost investor confidence, the UAE has enacted extensive legal reforms since 2021 and introduced the National Tourism Strategy 2031, which seeks to amplify tourism's contribution to GDP to AED450 billion, attract AED100 billion in fresh investments, and welcome 40 million hotel guests in the coming years.
Tourism investments reached AED28.8 billion in 2023, escalating to AED32.2 billion in 2024, with forecasts indicating AED35.2 billion in 2025. In the initial months of 2025, UAE airports serviced nearly 102.9 million passengers, reflecting ongoing growth.
International visitor expenditure soared to AED217.3 billion in 2024, while domestic tourism spending hit AED57.6 billion. This robust performance secured the UAE the number one spot in the region and 18th worldwide in the World Economic Forum’s 2024 Travel & Tourism Development Index, affirming its status as a premier global tourism and investment hub.
