A high-level UAE delegation led by Abdulla bin Mohammed bin Butti Al Hamed, Chairman of the National Media Office and the UAE Media Council, visited Rwanda to strengthen ties and explore new opportunities in different sectors, especially media, governance, and technology.
Building Bridges Between UAE and Rwanda
During his trip, Al Hamed met several key ministers and senior officials in Kigali. The goal was to create stronger partnerships that can benefit both countries, with a special focus on how media and communication can help shape stronger relations, build unity, and give both nations a stronger voice in the world.
One of the important meetings was with James Kabarebe, Rwanda’s Minister of State for Regional Integration. Both leaders spoke about deepening cooperation in multiple areas, from media to development, and stressed how information sharing and communication can strengthen regional influence and international presence.
Another key discussion took place with Jean-Damascène Bizimana, Rwanda’s Minister of National Unity and Civic Engagement. The talks focused on how media can be used to promote national identity, encourage citizens to participate in community life, and help societies face challenges together. The idea was that by building unity and civic responsibility, both nations can create stronger and more engaged communities for the future.
Focus on Media, Broadcasting, and Governance
In Kigali, Al Hamed also met with Dr. Doris Uwicyeza Picard, Chief Executive Officer of the Rwanda Governance Board, Cleophas Barore, Director-General of the Rwanda Broadcasting Agency, and Yolande Makolo, the country’s Government Spokesperson. These meetings explored how the two nations can share media expertise, exchange technical knowledge, and develop stronger cooperation in public broadcasting and governance.
Both sides agreed that in today’s world, media is not just about news — it is also a tool for development, unity, and innovation. They discussed the role of communication in shaping international partnerships and helping nations adapt to global changes.

Spotlight on the Upcoming “Bridge” Summit
A major highlight of the discussions was the upcoming “Bridge” Summit, which will be hosted in Abu Dhabi this December. Leaders from both countries emphasized that this summit will serve as a powerful global platform to promote international dialogue, strengthen media cooperation, and highlight future opportunities for growth. The summit will focus on how countries can keep pace with global changes in technology, communication, and sustainable development.
Learning from Rwanda’s Digital Success
At the end of his visit, Al Hamed toured the headquarters of Irembo, a leading Rwandan technology company that focuses on digital governance solutions. He was welcomed by Israel Bimpe, the company’s CEO, who showcased Rwanda’s achievements in digitizing government services.
Through Irembo’s platforms, Rwanda has been able to reduce bureaucracy, encourage a cashless economy, promote transparency, and make it easier for citizens to access services online. The company is also working on advanced projects in artificial intelligence, telemedicine, and digital identity.
For the UAE, these innovations are important lessons that can be applied to improve governance, service delivery, and digital transformation across different sectors.
UAE’s Global Vision for Africa
Speaking about the visit, Al Hamed underlined that the UAE, under the leadership of President Sheikh Mohamed bin Zayed Al Nahyan, is deeply committed to building partnerships with African nations. He highlighted that cooperation with Rwanda is an important step forward in the UAE’s vision of fostering peace, stability, and development worldwide.
He described the visit as a “new step” in the journey of UAE–Rwanda relations, saying it opens the door to many joint projects. These projects aim to support communities, empower citizens, and prepare future generations to create a better tomorrow.
