UK Prime Minister Keir Starmer arrived in Beijing on Wednesday for a three-day official visit to China. The visit aims to repair strained relations and explore new business opportunities for British companies in the world’s second-largest economy.

Starmer is the first British prime minister to visit China since Theresa May’s trip in 2018. Relations between the two countries have worsened in recent years due to concerns over Chinese spying, China’s support for Russia in the Ukraine war, and Beijing’s crackdown on civil liberties in Hong Kong.

Despite these tensions, both nations are now focusing on cooperation while managing disagreements. China’s Ambassador to the UK, Zheng Zeguang, said both sides should “seek common ground while managing differences.”

Starmer is traveling with a delegation of more than 60 British business and cultural leaders. His schedule includes visits to Shanghai, China’s financial hub, and meetings with President Xi Jinping and other top officials in Beijing. Experts say Britain’s strengths in finance, consulting, healthcare, and elderly care services match China’s growing demand for such services.

The UK had a trade deficit with China in goods in 2025 but recorded a surplus in services. The China-Britain Business Council believes new Chinese policies to boost domestic consumption and open the services sector could create major opportunities for UK companies.

Global trade tensions, especially due to tariffs imposed by US President Donald Trump, have pushed both Britain and China to diversify their trade partners and supply chains. Other countries like Canada are also trying to expand economic ties with China but face pressure from the US.

Security concerns remain a major issue. The UK has restricted Chinese investment in sensitive sectors like telecommunications and nuclear power. However, Starmer’s government says it will protect national security while continuing diplomatic and economic engagement with China. Recently, the UK approved plans for a large Chinese embassy in London, despite criticism over spying risks.

Human rights issues are also expected to be discussed during the visit. Britain faces pressure to raise concerns over Hong Kong, especially after the conviction of British citizen and former publisher Jimmy Lai under China’s national security law. Former Hong Kong Governor Chris Patten urged Starmer to speak firmly on human rights matters.

Starmer’s visit highlights the challenge many countries face: balancing economic cooperation with China while addressing security and human rights concerns.
