Sharjah Ruler Overhauls Sharjah Business Women Council in Strategic Move

His Highness Sheikh Dr. Sultan bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, has issued an Emiri decree reorganizing the Sharjah Business Women Council (SBWC). This decree grants the council legal personality and full capacity to execute necessary legal actions in line with its objectives and responsibilities. Under the decree, the SBWC will operate with financial, administrative, and technical independence and is recognized as an institution affiliated with Her Highness Sheikha Jawaher bint Mohammed Al Qasimi.

According to the decree, the council's official English name will be the "Sharjah Business Women Council," abbreviated as "SBWC." The council's headquarters will be situated in Sharjah, with provisions for establishing branches and offices in other cities and regions of the emirate at the discretion of Her Highness Sheikha Jawaher bint Mohammed Al Qasimi, who serves as the council's honorary president.

The decree outlines several key objectives for the SBWC:

  1. Promoting the status of women in business locally and internationally.
  2. Creating a sustainable and supportive environment for female entrepreneurs.
  3. Shifting cultural attitudes towards women's participation in various business sectors.
  4. Encouraging competitiveness among women entrepreneurs.
  5. Facilitating women's economic empowerment by addressing existing barriers.

To achieve these objectives, the SBWC will undertake the following functions:

  1. Development of general policies and strategic plans.
  2. Establishment of strategic partnerships with relevant local and global entities.
  3. Collaboration with governmental bodies to promote investment activities.
  4. Enhancement of entrepreneurial skills among women.
  5. Implementation of programs supporting women's roles in economic sectors.
  6. Management of investment portfolios in collaboration with financial institutions.
  7. Provision of business development opportunities through consultations, trade missions, conferences, and exhibitions.
  8. Execution of contracts, agreements, memorandums of understanding, and partnerships with the approval of the president.
  9. Facilitation of benefits and advantages for council members in coordination with relevant authorities.
  10. Performance of any other functions assigned by the honorary president.

According to the decree, the council will be led by a president appointed by the honorary president, responsible for:

  1. Formulation of general policies and approval of strategic plans.
  2. Oversight of the council's operations in accordance with directives from the honorary president.
  3. Monitoring of performance and development of improvement strategies.
  4. Evaluation of financial performance and supervision of budgetary expenditures.
  5. Submission of annual financial, technical, and administrative reports to the honorary president.
  6. Presentation of general budgets, final accounts, and organizational structures for approval.
  7. Coordination with NAMA Women Advancement Establishment on policies and strategies.
  8. Establishment and management of financial and commercial accounts with approval from the honorary president.
  9. Representation of the council at local, regional, and international conferences and meetings.
  10. Delegation of powers to senior council staff in compliance with emirate laws.

The decree further mandates that the council will operate under the direction of a director appointed by decision of the honorary president. The director will be supported by a suitable number of employees and will be responsible for:

  1. Proposal of general policies and programs for council approval.
  2. Development of strategic plans to advance council operations.
  3. Supervision of workflow and implementation of administrative decisions.
  4. Preparation of financial and administrative regulations, subject to approval by the honorary president.
  5. Formation of permanent and temporary committees and work groups.
  6. Compilation of the council's general budget, final accounts, and periodic reports.
  7. Proposal of organizational structures for council approval.
  8. Signing of contracts, agreements, and partnerships on behalf of the council.
  9. Execution of any other tasks assigned by the president.

The decree also addresses legal aspects related to the council, including advisory committees, financial resources, organizational structure, exemptions, replacement, enforcement mechanisms, and publication requirements.
