Saudi Arabia Unveils New Guidelines for Workplace Dress and Behavior

Saudi Arabia has revealed a proposal for a comprehensive set of regulations regarding employee attire and behavior in the workplace. The Ministry of Human Resources and Social Development has shared a draft titled “Code of Appearance and Conduct,” currently subject to public feedback. If this proposal is approved, the guidelines will be implemented in government offices, private enterprises, and non-profit organizations throughout the nation.

This initiative aims to foster a more professional, organized, and uniform workplace atmosphere. The Ministry seeks to enhance national identity, promoting appropriate employee representation and minimizing misunderstandings regarding acceptable workplace behavior. Unlike previous general guidelines, this new draft specifies clear directives for different employee categories regarding their dress and conduct.

The draft establishes strict standards for male employees, mandating that Saudi men wear the national attire while at work, which includes the traditional thawb and the ghutra or shemagh. This regulation ensures that local heritage and identity are preserved in professional environments.
Non-Saudi men are required to don formal business suits, aiming to eliminate varied interpretations of business attire and create a unified standard for expatriate employees. These initiatives are designed to enhance workplace professionalism and ensure a coherent appearance across various sectors.

The guidelines also emphasize clear expectations for women. Both Saudi and non-Saudi female employees must dress modestly in outfits that fully cover their bodies, avoiding tight or transparent clothing.
These stipulations apply in all situations, whether at their regular job, attending official functions, or representing their employer in media. The intent is to uphold public decency and ensure a consistent and respectable appearance at all times.

Beyond dress, the proposed code mandates adherence to high behavioral standards and personal hygiene. It stresses the importance of respectful interactions and appropriate conduct within professional settings.
The code also prohibits accessories or clothing displaying political messages, ideological symbols, or anything potentially offensive, maintaining neutrality and preventing conflict.

Companies will be crucial in enforcing these new guidelines. Each organization in the private sector will need to develop and showcase its internal dress code aligning with national standards.
Businesses that neglect to comply with these regulations may face penalties, with previous fines for labor violations reaching up to SR 5,000, demonstrating the government's serious commitment to workplace rules. The proposal indicates that similar penalties could arise under the new framework.

Presently, the code is under public consultation. Employers, employees, and the general public can voice their opinions before the rules are finalized. Although modifications may occur, the intention is evident: Saudi Arabia aims for a more structured, uniform, and nationally representative workforce.
Should the draft gain official status, both businesses and employees will be required to adapt their practices. The coming months will reveal how the finalized version will be enforced and how these new standards will influence daily office life in the Kingdom.
