Russia's Oil Refining to Remain Stable in 2025 Amid Drone Strikes

Russia has stated that its oil refining, gas production, and coal output will hold at current levels in 2025, despite ongoing Ukrainian drone strikes on key energy infrastructure. Russian Energy Minister Sergei Tsivilev emphasized the nation's commitment to ensuring stability in its energy sector.

As a major player in global energy, Russia ranks as the third-largest oil producer worldwide, following the United States and Saudi Arabia, and boasts the largest proven natural gas reserves. Any alterations to Russia’s output have significant repercussions for international energy prices and supply chains.

Since August, Ukraine's drone operations have increasingly targeted significant energy sites within Russia, aiming to undermine a primary revenue source that funds the conflict. So far, these operations have impacted at least 17 refineries.

Although these strikes temporarily reduced Russia’s fuel exports, officials assert they can maintain steady production next year. Industry insiders revealed that many refineries had been functioning below capacity before the attacks, allowing for the quick restart of equipment at both damaged and intact facilities.

According to Reuters estimates, from January to October 2025, Russia processed approximately 220 million metric tons of oil, a 3% decrease compared to the previous year. While Russia has the capacity to refine about 6.6 million barrels per day, experts note that the country seldom operates at full capacity.

Russia's natural gas exports have suffered due to strained relations with Western countries. Once reliant on Europe for gas sales, the ongoing war has severely impacted this, with predictions indicating a 2% drop in gas output by 2025, totaling around 673 billion cubic meters. This follows a 7% increase in production in 2024 as suppliers adapted to shifting markets.

Despite the challenges posed by the war and international sanctions, Russia is keen to project strength in its energy sector. Maintaining production levels may bolster its revenue and geopolitical influence.

The real challenge lies ahead in 2025. Should drone attacks persist or intensify, Russia could face difficulties sustaining its energy operations effectively. The global community will be monitoring developments closely, as any disruptions could resonate through global oil and gas supplies.
