Reaching the Last Mile Partners with Rockefeller & Sanofi for Climate-Health Finance White Paper

Reaching the Last Mile, the Rockefeller Foundation, and Foundation S – the Sanofi Collective have come together to release a report called *Resourcing Climate and Health Priorities: A Mapping of International Finance Flows from 2018-2022*. This report was shared at the 55th Annual Meeting of the World Economic Forum in Davos.

The report talks about how much money has been given to address the link between climate change and health. In 2022, a total of $7.1 billion was provided for this cause, which is a big increase from less than $1 billion in 2018. But the report also shows that the money isn’t reaching the countries that are most affected by climate change. Less than 35% of the money from bilateral donors goes directly to these countries. And less than 50% of the total funding goes to low-income countries.

The report explains that climate and health finance is money given to projects that help with the health problems caused by climate change. This also includes projects that help the health sector deal with climate change or benefit health from climate actions.

The report also shows that more political support for climate and health is coming from groups like the Group of 20, the Conference of the Parties, and the World Health Assembly. Because of this, more money is being given for climate-health projects. In 2022, this included $4.8 billion from bilateral donors, $1.5 billion from health funds, $0.6 billion from development banks, $130 million from philanthropies, and $23 million from climate funds.

The report also found that countries are beginning to focus more on health projects with climate action. The share of climate money going to health grew from 1% in 2018 to 9% in 2022. But 24% of the money in 2022 was given as loans, not grants. More than 90% of the climate and health money from the Asian Development Bank and Inter-American Development Bank was given as loans.

Nassar Al Mubarak, CEO of Reaching the Last Mile, said, “Good funding for climate action can help change countries and economies and improve health for everyone. As this report shows, now is the time to put in more money and make sure it reaches the places that need it most.”

Dr. Naveen Rao, Senior Vice President of Health at The Rockefeller Foundation, said, “It’s good to see more money going to climate and health projects, but there is still not enough to protect people from the dangers of climate change. Donors need to give more and make sure the money goes to the people who need it most.”

Vanina Laurent-Ledru, Director General of Foundation S, said, “Countries hit hardest by climate change need more money to protect people’s health. We need to work together – public, private, and charity groups – to quickly send money to local communities so they can create health systems that can handle climate change.”

The report points out that there are problems in how countries access and report financing. Donor data is self-reported, and different groups use different definitions. Because of this, it’s hard to compare money across sectors. But the report still provides an overview of the current funding situation and calls for better climate-health financing.

The report asks donors, communities, schools, and policymakers to do the following: increase the money available for climate and health, align investments to get the most benefit, speed up funding delivery, send money to the countries that need it, and improve transparency and standardize definitions.
