Haitian Leaders Advance Plans to Dismiss PM Despite U.S. Concerns

The political landscape in Haiti has become increasingly tumultuous as two influential leaders announced their intent to proceed with removing Prime Minister Alix Didier Fils-Aime, despite explicit warnings from the United States. This rising tension unveils entrenched divisions among Haitian officials when the nation grapples with escalating violence and a lack of political coherence.

Leslie Voltaire and Edgard Leblanc Fils, who are part of Haiti's Transitional Presidential Council, maintained that they possess the authority to replace the current prime minister, citing that he was appointed by the council in November 2024. They emphasize their right to appoint a new leadership through a formal decree.

This governing council, created in 2024, aims to navigate Haiti towards its first national elections in nearly a decade. However, the electoral process continues to face delays, largely due to armed gangs exerting control over vast regions, particularly in the capital, Port-au-Prince.

Prime Minister Fils-Aime vehemently opposes these plans for his removal. Addressing attendees at a police graduation, he asserted that neither political criminals nor those engaged in street violence will dictate the laws of the nation. He warned that those challenging state authority would encounter severe repercussions.

The United States has openly disapproved of the initiative to displace the prime minister. Officials argue that Fils-Aime must maintain his position to counter the gangs that have disrupted everyday life in Haiti. During the police event, the U.S. envoy in Haiti underscored the importance of the prime minister's role in safeguarding ongoing security operations.

U.S. Secretary of State Marco Rubio directly communicated with Fils-Aime, emphasizing the necessity for stability and cautioning that Haitian politicians with corruption allegations might face grave repercussions. Washington insists that the Transitional Presidential Council must relinquish power at the expiration of its mandate on February 7. To date, no definitive plan has emerged to outline leadership succession.

Internal schisms within the council are also becoming apparent. Reports indicate that five of the nine council members have endorsed a resolution for the prime minister's removal, although this resolution has not yet been made public in Haiti's official gazette, meaning it currently holds no legal weight. Voltaire stated that there would be a temporary hiatus to facilitate political discussions on succession; however, he cautioned that the council might opt for a new structure if consensus remains elusive.

Voltaire and Leblanc Fils further criticized the United States for what they interpreted as a disregard for Haiti's sovereignty, contending that external governments should not dictate the nation's leadership.

The short tenure of the council has been fraught with infighting, allegations of corruption, and escalating security crises. A Haitian court last year dismissed corruption summons against certain council members, ruling them immune due to their official roles. Such developments have eroded public trust and cast doubt on the council's credibility.

Some officials within the council have proposed Finance Minister Alfred Metellus as a potential successor to Fils-Aime. A seasoned bureaucrat and former international development consultant, Metellus could take up the mantle, yet any leadership transition now poses risks of deepening the uncertainty in an already unstable environment.

As Haiti grapples with rampant gang violence, political instability, and the absence of elections, the ongoing battle over the prime minister's fate underscores the precariousness of the nation's governance. The next few weeks will be pivotal in determining whether the council proceeds with its plans or heeds international pressures, shaping the future of Haiti’s political landscape.
