Ontario’s public colleges are currently experiencing significant financial challenges due to a decline in revenue from international students. The Ford government is now re-evaluating the funding structure for post-secondary education.
After enduring two years of budget constraints and workforce reductions, colleges and universities have felt the pinch following the federal government's introduction of a cap on international student permits, which drastically affected many institutions relying on this demographic.
The funding issues were exacerbated when the Progressive Conservatives took office in 2018, cutting tuition fees by 10% and subsequently freezing them, compelling colleges to depend increasingly on the fees from international students. Previously, these students constituted around 30% of the revenues.
Minister of Colleges, Universities, Research Excellence and Security, Nolan Quinn, has confirmed that the tuition freeze will remain effective through at least the 2026–27 academic year, but he did not clarify whether tuition might increase afterward when pressed during a committee session.
Ontario NDP critic Peggy Sattler raised concerns over the lack of transparency, highlighting that Ontario ranks lowest in the nation for per-student funding.
“The government appears reluctant to accept accountability, seemingly opting to pass more expenses onto students,” she remarked.
In contrast, Quinn assured that the province is taking these issues seriously, indicating that a comprehensive review of the funding model is currently in progress. This includes assessing the “weighted grant units” linked with specific academic programs, suggesting potential major adjustments to this aspect.
“It's been over a decade since we last assessed the entire funding formula,” Quinn mentioned. “Costs have evolved, and we are scrutinizing every component comprehensively.”
Industry leaders stress the urgency for reform. Colleges Ontario revealed that institutions have already reduced expenditures by $1.8 billion, halted 600 programs, and let go of 8,000 staff members. They warned of the increasing instability within the system.
Ontario's universities are also feeling the strain. According to the Council of Ontario’s Universities, its members are anticipating a total deficit of $265 million this year. The organization is advocating for enhanced operational funding to ensure the long-term viability of the post-secondary education system.
“Consistent and sustainable funding is crucial,” stated the council. “Ontario requires robust universities to maintain competitiveness and lead in the future industries shaping the province.”
