Seoul, South Korea: North Korea announced that its constitution now defines South Korea as a "hostile" state, marking a significant legal change in response to escalating tensions on the peninsula. This declaration comes as North Korean forces dynamite key roads and railways linking the two Koreas, a move they describe as "an inevitable and legitimate measure" to enforce this new classification.
South Korea's military released video footage showing North Korean soldiers destroying these vital transportation links, which were historically symbolic of inter-Korean relations. This action follows a vow from Pyongyang's military to "permanently" seal the border with the South.
Relations between the two nations have deteriorated sharply in recent years. Earlier this year, North Korean leader Kim Jong Un labeled Seoul as the "principal enemy," signaling a shift away from any aspirations for reunification.

In an official statement, North Korea confirmed that its army had undertaken measures to "physically cut off" connections to South Korea. They reported that critical inter-Korean roads and railways had been "completely blocked through blasting," emphasizing the constitutional mandate that necessitated this action.
The North's recent parliamentary meeting revealed that changes had indeed been made to the country's constitution, aligning with Kim's directive to redefine the relationship with the South. Previously, an inter-Korean agreement from 1991 described their relationship as a "special relationship" aimed at fostering eventual reunification, rather than recognizing state-to-state relations.
Kim had previously threatened military action in response to any perceived encroachment on North Korean territory, underscoring the seriousness of the new constitutional framework.
In recent months, there have been reports of the North Korean military reinforcing its border, clearing land, and laying new mines. This move appears to be an effort to prevent defections from the North.
Moreover, tensions have been exacerbated by North Korea's allegations that South Korea has employed drones to disseminate anti-regime propaganda over Pyongyang. In response, Kim convened a security meeting to discuss potential military actions, warning that any future drone incursions would be viewed as a declaration of war.
In a related context, activist groups in South Korea have historically launched propaganda balloons into North Korea, and some have begun experimenting with small drones designed to evade detection by authorities on both sides.
The situation remains fluid, with both countries on high alert as the potential for further escalations looms.
