The United Arab Emirates and the Republic of Kazakhstan have entered a new phase of aviation safety cooperation with the signing of a Memorandum of Understanding (MoU) focused on strengthening joint efforts in aircraft accident and incident investigations. The agreement was formalised during the Dubai Airshow 2025, marking a significant step forward for both nations in enhancing investigative capabilities and operational coordination.
The MoU was signed by Saif Mohammed Al Suwaidi, Director-General of the UAE’s General Civil Aviation Authority (GCAA), and Talgat Lastaev, Vice-Minister of Transport of Kazakhstan. The signing ceremony took place at the GCAA platform, attended by senior officials, including Captain Aysha Mohammed Al Hamili, Assistant Director-General for the Air Transport Accident Investigation Sector at the GCAA.
Under the new cooperation framework, both countries will work closely in several key areas. The agreement provides for mutual assistance during investigations, ensuring access to technical resources and specialised facilities when required. It also includes the exchange of personnel for training programmes aimed at improving investigative skills and knowledge-sharing between experts from both sides.
The partnership further allows observer participation in each other’s investigations, enabling real-time exposure to procedures and methodologies. Additionally, the MoU outlines plans for technical visits, joint meetings, and information sharing, all conducted in accordance with national laws and international aviation protocols.
The signing at one of the world’s largest aviation events underscores the growing emphasis on global collaboration in air safety. With this MoU, both nations reinforce their commitment to maintaining high standards of aviation oversight and ensuring continuous improvement in accident investigation practices.
