The U.S. Treasury Department is conducting an extensive investigation into money transfer services and banks located in Minnesota amid serious allegations of fraud related to federal social welfare funds. Treasury Secretary Scott Bessent affirmed that the focus of this inquiry is the improper use of government aid and questionable financial transactions sent abroad.
Bessent reported that the Financial Crimes Enforcement Network (FinCEN) has officially informed four money transfer firms of their inclusion in the probe. Concurrently, several Minnesota banks are undergoing audits by the Internal Revenue Service’s civil enforcement division for potential money laundering activities associated with these transfers.
This investigation is tied to suspected fraudulent schemes linked to federal benefit programs. Authorities suspect that billions of dollars intended to aid vulnerable populations may have been misappropriated. Bessent expressed concerns that some of these funds could have been diverted overseas, potentially reaching extremist organizations such as al Shabaab in Somalia. However, he did not reveal specific evidence, indicating that the inquiry remains active.
To enhance scrutiny, FinCEN has issued a special geographic order encompassing Hennepin and Ramsey counties, which include Minneapolis and St. Paul. This order mandates banks and money transfer firms to report additional information on international transactions exceeding $3,000. The initiative aims to track the flow of federal aid money more closely and prevent further misuse.
Bessent emphasized that the investigation is not designed to penalize individuals who legitimately send remittances to family. He assured that anyone demonstrating that their funds do not originate from social services should not be impacted. The primary intention is to curb fraud and identify those exploiting the system.
Moreover, the Treasury Department unveiled plans for the IRS to establish a specialized task force to examine nonprofit organizations involved in pandemic-related aid programs. Some Minnesota nonprofits have been accused of mishandling funds allocated for childcare and other social services since 2020.
The case has attracted political scrutiny, with the Trump administration criticizing Minnesota Governor Tim Walz for alleged inadequacies in overseeing state programs utilizing federal funds. Bessent stated that the federal investigation is exploring whether the issues stem from negligence or more severe failings. Governor Walz has labeled the situation as a crisis but dismissed claims of misconduct as unjust attacks.
As the investigations progress, federal officials underscore their commitment to safeguarding public finances, ensuring transparency, and preventing the exploitation of taxpayer-funded programs. The findings from these inquiries could prompt legal actions, tighter fiscal regulations, and modifications to the oversight of aid programs in the future.
