Russian President Vladimir Putin arrived in New Delhi on a two-day state visit that is expected to shape the next phase of India–Russia cooperation on energy, defence and labour mobility. The timing is crucial: relations between India and the US have hit a rough patch, Washington has tightened scrutiny over Russian oil purchases, and the Ukraine war continues to shift global alliances.
Putin was welcomed with full state protocol as he headed into the annual bilateral summit with Prime Minister Narendra Modi — a format that has endured for decades and remains the backbone of the partnership. This year, however, the stakes are significantly higher.
India and Russia have been close allies since the Soviet era, but their equations now sit at the intersection of economics, sanctions, and strategic competition. India’s fast-growing economy — now expanding at over 8% — makes it a major destination for Russian exports, especially discounted crude oil. Before the Ukraine invasion, Russian oil made up barely 2.5% of India’s imports. At its peak, it surged to nearly 35% as India capitalised on lowered prices.
That shift pleased Indian refiners but strained ties with Washington. The Trump administration’s decision to impose an additional 25% tariff on Indian goods for continuing to buy Russian oil forced New Delhi to scale back orders in recent months. Putin’s visit is aimed at reversing that slowdown, with Moscow eager to hold onto one of its most important energy customers.
Defence cooperation will feature prominently as well. Russia has been India’s largest military supplier for decades, and despite diversification efforts, key Indian platforms — from Sukhoi-30 fighter jets to S-400 air defence units — continue to rely heavily on Russian systems. With Pakistan inducting China-made fifth-generation fighters this year, India is expected to explore options such as the Su-57 and the next-gen S-500 defence system. However, Russia’s sanctions-hit supply chains and ongoing delivery delays remain sticking points that Modi is likely to raise directly.
Trade imbalances are another concern. Bilateral trade has soared to over $68 billion, but the bulk of it comes from Indian oil imports, leaving Russia with a massive surplus. New Delhi wants Russian markets to open more widely to Indian products — from electronics to seafood and garments — sectors where India’s presence remains surprisingly small.
This visit also reflects larger geopolitical messaging. For the Kremlin, standing alongside Modi counters Western attempts to isolate Moscow. For India, hosting Putin without jeopardising relationships with the US and Europe requires careful calibration. The diplomatic tightrope is evident, but so is the intent on both sides to protect long-standing ties.
As the leaders begin formal discussions, the summit is set to focus on practical cooperation — oil flows, defence supplies, new trade corridors, and labour exchanges — rather than grand political statements. The outcomes may define how India manages its strategic autonomy at a time when global alignments are shifting faster than ever.
