Hamdan Gov Services Program Shortlists 9 Entities for the Hamdan Flag

The Hamdan bin Mohammed Programme for Government Services, part of the General Secretariat of the Executive Council of Dubai, has announced the shortlist for its three prestigious awards: the Hamdan Flag, Best Pioneering Initiative, and Best Digital City Experience. This selection highlights exceptional efforts to improve customer experiences and enhance service quality and efficiency in alignment with Dubai’s 360 Services policy. The initiative reinforces Dubai’s position as a global leader in innovative government services and seamless customer interactions.

Nine government entities in Dubai have been named as finalists for the Hamdan Flag, recognizing their dedication to implementing the 360 Services policy. These entities, chosen from 27 contenders, are leading the way in public service innovation by improving government efficiency and integrating services. The finalists include the Dubai Electricity and Water Authority, the Community Development Authority, the General Directorate of Identity and Foreigners Affairs-Dubai, Dubai Municipality, Dubai Police, the Roads and Transport Authority, the Dubai Department of Economy and Tourism, Dubai Customs, and the Mohammed Bin Rashid Housing Establishment.

Eman Al Suwaidi, Director of the Assessment and Studies Department at the General Secretariat of The Executive Council, emphasized Dubai’s strong commitment to continuous progress in government services. She noted that under the guidance of His Highness Sheikh Mohammed bin Rashid Al Maktoum and the directives of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Dubai is setting a global benchmark for innovative, efficient, and personalized public services. She explained that the Hamdan bin Mohammed Programme for Government Services has transformed how public services evolve, enhancing customer experiences and reinforcing Dubai’s leadership in service development. She further highlighted the role of this programme in supporting government entities to elevate service standards, implement the 360 Services policy, and foster healthy competition through the Hamdan Flag. She also thanked all participants and congratulated the finalists on their achievements.

The Best Pioneering Initiative award has shortlisted eight outstanding projects that excel in digital transformation, efficiency, and service enhancement. These initiatives include Montaji Plus by Dubai Municipality, which ensures product safety through AI-driven quality checks; Smart Travel by the General Directorate of Identity and Foreigners Affairs-Dubai, which reduces waiting times and enhances the passenger experience with digital innovations; Driver’s Licensing by the Roads and Transport Authority, which streamlines the licensing process using digital solutions; Digitalised ATA Carnet by Dubai Chambers, which simplifies international trade documentation and reduces the need for in-person visits; Cross-Border E-Commerce by Dubai Customs, which improves trade efficiency by automating customs clearance and optimizing supply chains; Smart Housing by the Mohammed Bin Rashid Housing Establishment, which provides smart solutions for homeownership, maintenance, and reconstruction; Dubai Empowerment by the Community Development Authority, which supports individuals through training, employment, and financial assistance; and Ease of Doing Business by the Dubai Department of Economy and Tourism, which facilitates investment procedures through digital services, a unified license system, and legislative updates.

For the Best Digital City Experience award, four innovative projects have been recognized for their contributions to digital transformation. These include Land Grants and Exchange, which enables UAE citizens to digitally allocate and exchange land through an integrated platform; EV Green Charger, which enhances the experience for electric vehicle users by integrating registration and charging services; Driving a Vehicle: Transfer or Renewal of Ownership, which simplifies vehicle registration and ownership transfers through advanced digital solutions, minimizing the need for in-person visits; and the Digitalisation of Death-Related Procedures for UAE citizens in Dubai, which provides bereaved families with an integrated system to manage burial and post-burial services seamlessly across various authorities.

The Hamdan bin Mohammed Programme for Government Services aligns with Dubai’s vision of fully automated and integrated government services under the 360 Services policy. This initiative aims to digitize all public services, integrate 90% of them, and significantly reduce the need for in-person visits. Every submission underwent a rigorous assessment by international experts, focusing on five key criteria: impact, adoption of a whole-of-government approach, creativity and innovation, service culture, and sustainability of results.
