Hamas and major Palestinian factions have reached a historic agreement to hand over the administration of post-war Gaza to an independent panel of technocrats. The decision, announced on Friday following a meeting in Cairo, signals a significant shift in governance, as Hamas made it clear it does not wish to govern Gaza after the recent conflict.
According to a joint statement published on the Hamas website, the temporary committee of independent technocrats will oversee “the affairs of life and basic services” in Gaza. The panel will work in close cooperation with Arab nations and international institutions to ensure stability and the smooth delivery of essential services to residents.
The factions also emphasized the need to unify their positions to confront ongoing challenges facing the Palestinian cause. They called for a broader meeting of all Palestinian forces to establish a national strategy and revitalize the Palestine Liberation Organization (PLO) as the sole legitimate representative of the Palestinian people.
Although Hamas is not part of the PLO — traditionally dominated by its rival Fatah — both sides have been engaging in ongoing dialogue to organize the Palestinian internal front. Egyptian intelligence chief Hassan Rashad also met with senior officials from key factions, including Islamic Jihad, the Democratic Front for the Liberation of Palestine, and the Popular Front for the Liberation of Palestine, to coordinate future governance plans.
Hamas first seized control of Gaza in 2007, leading to a long-standing political and territorial divide with Fatah. Despite past tensions and criticisms, the recent agreement marks a potential step toward post-war reconstruction and unity. Hamas has reiterated that while it will not govern the territory, it continues to resist calls for disarmament of its fighters.
This agreement to form a technocrat panel for Gaza administration represents a pragmatic approach to rebuilding the region, addressing humanitarian needs, and stabilizing governance in the aftermath of prolonged conflict. As Palestinian factions move forward, the international community and Arab allies are expected to play a key role in supporting the panel and facilitating essential services for the people of Gaza.
