Liberal MP Steven Guilbeault has officially resigned from his position in the federal cabinet in response to the recent memorandum of understanding (MOU) signed with Alberta regarding the development of a new bitumen pipeline to the B.C. coast.
In his announcement, Guilbeault, previously the official languages minister and minister of Canadian identity and culture, emphasized his dedication to combating climate change and protecting the environment. “Environmental issues must remain a priority,” he stated, voicing his objections to the pipeline agreement.
The MOU, endorsed by Prime Minister Mark Carney and Alberta Premier Danielle Smith, grants federal support for a pipeline capable of transporting one million barrels of oil daily from Alberta to a Pacific Coast export terminal primarily aimed at Asian markets.
Guilbeault pointed out serious environmental worries, including the temporary suspension of federal oil and gas emission caps and the retraction of certain Clean Electricity Regulations that he had previously instituted as environment minister. He reaffirmed his commitment to a sustainable future and essential climate action.
As part of this agreement, Alberta plans to raise its industrial carbon price from $95 to a minimum of $130 per tonne, while both provincial and federal governments are devoted to achieving net-zero emissions by 2050. However, critics warn that this deal may expedite conventional energy production.
Carney characterized the agreement as an instance of “co-operative federalism” and commended Guilbeault's contributions during his tenure in the cabinet, acknowledging their differing viewpoints while supporting his continued role as a Liberal MP representing his Montreal constituency.
Alberta officials have responded positively to Guilbeault's resignation, with federal Energy Minister Tim Hodgson lauding his dedication and accomplishments. A former Greenpeace activist and co-founder of Équiterre, Guilbeault has historically opposed pipeline initiatives, including the Trans Mountain expansion.
This resignation has sparked significant political discourse, with Green Party Leader Elizabeth May reaching out to Guilbeault, suggesting that his commitment to climate action could open pathways for collaboration.
