Green Party leader Elizabeth May has voiced her deep disappointment regarding her previous support of the federal budget, branding a recent energy deal between Prime Minister Mark Carney and Alberta Premier Danielle Smith as a “notable betrayal.” This agreement, which prolongs federal tax credits for enhanced oil recovery (EOR) projects, has led May to rethink her voting stance on future budgets.
Initially, May backed the budget owing to assurances from Carney’s office that EOR would not benefit from these tax credits—a method involving the injection of carbon dioxide into oilfields for underground storage and increased oil yield. Environmental advocates argue that tax incentives for EOR undermine Canada's climate ambitions.
“Whether the Prime Minister intentionally misled anyone or not, this decision reflects a blatant disregard for commitments made to gain support,” said May. “It appears that negotiating with Alberta was prioritized over honoring promises.”
The energy memorandum, signed only ten days after May’s budget vote, obligates the federal government to extend tax credits for extensive carbon capture, utilization, and storage (CCUS) projects, specifically mentioning enhanced oil recovery projects tied to the Pathways Alliance initiative. This shift in prior commitments was also cited as a factor in the resignation of former cabinet minister Steven Guilbeault.
Despite the situation, May stated that she does not regret her vote, marking it as a reaffirmation of Canada’s pledge to fulfill the Paris Agreement climate standards. She noted that her vote was non-essential in the budget's passage, given the combination of abstentions from other political factions.
“I firmly believe my actions were ethical and motivated by the right reasons,” she declared. “I stood by my commitment to show confidence in this government, but I will not repeat this error.”
Tim Hodgson, Minister of Energy and Natural Resources, defended the inclusion of EOR in the tax incentive scheme, regarding it as a significant advancement for Alberta and the wider economy. He pointed out that permanent carbon storage in oilfields can lead to emission reductions alongside a rapid demand for Canadian steel and drilling supply.
This debate highlights the persistent friction within Canadian politics between economic priorities, especially in energy-rich provinces, and commitments to environmental stewardship. May’s comments could indicate future challenges for Carney’s administration in gaining backing from environmentally-focused legislators.
