Dubai Reef, an ambitious sustainable initiative led by Dubai Can, has successfully fabricated its first 1,000 purpose-built reef modules. This significant achievement marks a key step towards enhancing marine biodiversity and fostering ecological sustainability in Dubai's waters.
Inaugurated by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, the Crown Prince of Dubai and Deputy Prime Minister of the UAE, the Dubai Reef project aims to deploy a total of 20,000 purpose-built reef modules over three years. The project was launched in April 2024, with the pilot phase officially opened by Sheikh Hamdan. The deployment of the initial 1,000 reef modules is scheduled to commence in the last week of November 2024.
The Dubai Reef initiative will see various types of reef modules strategically deployed at multiple depths across four distinct clusters. Each module is designed to create diverse habitats for different fish species. The dimensions of the reef modules will range from 1.60 metres to 6.5 metres in height, deployed at depths of 15 to 25 metres. This innovative approach aims to cultivate a vibrant marine ecosystem, supporting a wide range of aquatic life, including hard and soft corals, sea anemones, sponges, and mollusks.

Construction of the reef modules began in August 2024, starting with the Arab Marine Pyramid module type. Fabricated by HaejooX at a site powered by biofuels, the materials used in the modules are chosen for their durability and eco-friendliness, aligning with the project's commitment to sustainability and environmental responsibility.
His Excellency Ahmed Mohammed bin Thani, Director General of the Dubai Environment and Climate Change Authority (DECCA), expressed his enthusiasm for the project, stating, "The successful fabrication of the first 1,000 reef modules is a significant achievement. We are excited to see the project take shape. Dubai Reef exemplifies what can be achieved through collaboration and innovation. We are proud to be one of the key strategic partners of this initiative, which aligns with our mission to protect the environment and maintain the quality of Dubai’s natural resources."
Sheikh Dr. Saeed bin Ahmed bin Khalifa Al Maktoum, Executive Director of the Dubai Maritime Authority (DMA) at the Ports, Customs, and Free Zone Corporation (PCFC), highlighted the importance of the project in supporting Dubai's vision for marine biodiversity. "The progress we have seen so far is the result of the unwavering commitment and tireless efforts of our strategic partners," he said. "Our goal is to create an integrated marine ecosystem that supports Dubai’s blue economy and establishes the emirate as a leader in marine sustainability."
Yousuf Lootah, CEO of Corporate Strategy and Performance at the Dubai Department of Economy and Tourism (DET), underscored the milestone as a testament to Dubai's dedication to developing a robust marine habitat. "The delivery of the first 1,000 reef modules marks an important milestone for us. The ability to fabricate and consistently deliver these modules will ensure reliable production throughout the project’s lifecycle, enabling us to achieve our overarching goals."
Ryan Paik, CEO of HaejooX, expressed his excitement about the project as the official construction and fabrication contractor. "We are thrilled to reach this important milestone. The completion of the first 1,000 reef modules is on schedule, and we look forward to positively impacting Dubai’s marine environment."
Covering an expansive 600 square kilometres of Dubai’s waters, the Dubai Reef project is the second major undertaking under the pioneering Dubai Can sustainability initiative. Launched by Sheikh Hamdan, this initiative is in line with the ambitious Dubai Economic Agenda, D33, which aims to solidify Dubai's status as a leading global city for both business and leisure.
Dubai Reef represents a collaborative effort among various stakeholders in both the public and private sectors. Its strategic partners include the Dubai Department of Economy and Tourism (DET), Dubai Environment and Climate Change Authority (DECCA), DP World, Dubai Chambers, Nakheel, Ports, Customs and Free Zone Corporation (PCFC), and Emirates, all working together to create a sustainable marine environment for future generations.
