Sambhal police arrested Mohd Ghulam, a close associate of Dubai-based gangster Shariq Satha, for allegedly planning to kill Supreme Court lawyer Vishnu Shankar Jain. The attack was reportedly plotted during the violence that broke out on November 24 last year, when the second round of the Shahi Jama Masjid survey was being conducted. Police recovered a large number of foreign-made weapons and bullets from Ghulam, which linked him to the crime.
Speaking to the media, Sambhal Superintendent of Police (SP) Krishan Kumar Bishnoi said that during questioning, Ghulam confessed to receiving direct instructions from Shariq Satha over the phone. According to police, Satha had ordered Ghulam to incite violence and target Jain, who had filed the petition for the mosque survey.
“Ghulam carried out this plan by instructing his associates, Mullah Afroz and Mohd Waris, to attack protestors and make the situation worse. The bullets found with Ghulam matched the bullet casings recovered from crime scenes where four people lost their lives,” said SP Bishnoi.
Who is Shariq Satha?
Shariq Satha, originally from Deepa Sarai in Sambhal, is a well-known gangster involved in illegal arms trade and stolen vehicle smuggling. He was once protected by political leaders, which allowed him to run his criminal network without much trouble. However, after police action against criminals intensified in March 2017, Satha fled to Dubai in 2020. Since then, he has been running his gang from abroad with the help of members like Ghulam, police said. Investigators also claimed that Satha has links with underworld don Dawood Ibrahim and Pakistan’s intelligence agency, ISI.

20 Criminal Cases Against Ghulam
SP Bishnoi revealed that between 2016 and 2024, Ghulam was involved in at least 20 criminal cases. During the police raid, three country-made pistols, a magazine, and 15 bullets of different sizes were seized from him. Among these, three bullets were foreign-made, commonly used in 9mm and 12-bore weapons.
Ghulam’s arrest follows the capture of his associates, Afroz and Waris, who were taken into custody on January 18 and January 24, respectively. According to police, the investigation confirms that Shariq Satha played a key role in spreading violence in Sambhal.
Background of the Case
The dispute began when the Sambhal civil court ordered a survey of the Shahi Jama Masjid on November 19, 2023. Lawyer Ramesh Raghav was appointed as the advocate commissioner for the survey. The first survey was completed in the presence of district magistrate Rajendra Pensiya and SP Bishnoi. However, when the second phase of the survey took place on November 24, violent clashes erupted, leading to four deaths and injuries to 29 people.
Police say Ghulam’s arrest is a big breakthrough in the case, and they are now working to track down others involved in the violence.
