Dabrusin Challenges Guilbeault’s Claims on Ottawa's Climate Agreement with Alberta

Environment and Climate Change Minister Julie Dabrusin has dismissed Steven Guilbeault’s assertion that the recent agreement between Ottawa and Alberta undermines Canada’s climate strategy.

Guilbeault, who left the cabinet following the signing of a memorandum of understanding (MOU) with Alberta—which might pave the way for a new oil and gas pipeline to British Columbia—voiced concerns regarding the suspension of the oil and gas emissions cap and the postponement of clean electricity regulations, warning these actions could negatively impact Canada’s climate initiatives.

Dabrusin countered these arguments by stating the MOU does not cancel any existing programs. She elaborated that the agreement allows provinces to demonstrate how they intend to meet federal climate targets through diverse methods.

The MOU commits the federal government to temporarily suspend clean electricity regulations in Alberta and defer the emissions cap, allowing both governments to negotiate a new carbon pricing equivalency deal. The deadline for these agreements on carbon pricing and methane regulations is set for April 1, 2026.

Additionally, the MOU underscores collaboration with Indigenous communities across both provinces, with British Columbia’s government included for discussions with First Nations there.

According to Maureen Nyce, the elected chief councillor of the Haisla Nation in northern B.C., significant barriers exist for the pipeline project. She raised concerns that weakening environmental safeguards, including the emissions cap, the Fisheries Act, and the Species at Risk Act, would face substantial resistance from local communities. Nyce also expressed doubts about the project's financial viability by the potential construction date.

B.C. Minister of Energy and Climate Solutions, Adrian Dix, remarked that the feasibility of the proposed pipeline remains uncertain. He emphasized that no formal proposal is currently on the table and that other economic priorities are taking precedence for the province.

The MOU outlines the aim of establishing a privately financed pipeline with Indigenous co-ownership to enhance access to Asian markets. Surge Energy’s CEO Paul Colborne anticipates interest from various companies in the project, suggesting that the agreement indicates a more favorable investment climate.

Alberta’s Energy Minister, Brian Jean, stated that acquiring a private-sector proponent is crucial and labeled the agreement as a testament to effective cooperation among Canadian governments.
