Australia is renowned for its stringent gun regulations established post-1996 Port Arthur massacre. These rules mandated thorough licensing, background assessments, and firearm registration, achieving remarkably low gun fatalities for a prolonged period.
Yet, experts now argue that modifications at the state level, archaic procedures, and inadequate background evaluations may have facilitated firearm access for the perpetrators of the Bondi Beach Hanukkah tragedy, which tragically claimed fifteen lives.
Reports indicate that the 50-year-old shooter, Sajid Akram, successfully acquired his gun license in 2023, amassing six firearms. Both he and his son purportedly used these weapons during the attack. Notably, New South Wales eliminated a 28-day waiting period for licensed gun owners seeking additional firearms in 2008. Experts contend this relaxation enables rapid firearm acquisitions with reduced oversight.
Gun control advocate Rebecca Peters expressed that a mandatory 28-day waiting period would have hindered Akram's rapid accumulation of firearms. She advocated for reinstating waiting periods and capping the number of guns one can own, measures that could potentially diminish the number of firearms in circulation and enhance public safety.
With about one million licensed gun owners controlling over four million legal guns, public sentiment leans toward stricter regulations, with roughly two-thirds of Australians supporting enhanced laws. However, loopholes persist, such as the capability of non-citizens to secure gun licenses, as evidenced by Akram’s case.
Acquiring a gun license often necessitates joining shooting or hunting clubs, with many clubs requiring minimal involvement and lacking a physical address, as pointed out by an analysis of New South Wales gun clubs. Experts warn this practice enables individuals to procure guns without a genuine commitment to safe recreational use.
Background checks are similarly deficient. While applicants must disclose any criminal records or mental health issues, there are no automatic reviews of social media or other risk indicators. Public health expert Simon Chapman highlighted that some exploit these shortcomings to gain legal firearm access despite potential threats.
Even ties to extremist groups do not guarantee license denial. The surviving suspect from the Bondi incident had links to a group with alleged Islamic State connections, yet was allowed to obtain a license.
Experts assert that urgent reforms are essential, identifying the primary issue as inadequate supervision, background checks, and regulation enforcement rather than the mere existence of gun clubs or licensing. Tom Kenyon, CEO of the Sporting Shooters Association of Australia, remarked that improved information sharing and oversight could avert similar tragedies.
The Bondi Beach incident has reignited national discussions surrounding Australian gun laws. Many advocate for tightened regulations, ownership limits, reinstatement of waiting periods, and more rigorous checks for non-citizens to safeguard the populace and avert future incidents.
