This week, Chinese customs authorities notified agents that imports of Nvidia's H200 artificial intelligence chips are now prohibited based on insider reports. Additionally, officials have instructed local tech companies to refrain from acquiring these chips unless absolutely necessary.
An insider characterized this directive as a de facto ban for the time being, but acknowledged that circumstances might shift in the future. This decision arrives against a backdrop of heightened tensions regarding technology exports between the U.S. and China.
The H200 chip, Nvidia’s second most powerful AI processor, has become a focal point in ongoing U.S.-China relations. While there is a strong desire among Chinese firms for these chips, it remains uncertain whether Beijing's restrictions are meant to bolster domestic producers, serve as a bargaining chip with Washington, or represent a precursor to a formal ban.
Despite receiving formal approval for the chip’s export to China this week, Chinese officials have yet to clarify whether the restrictions apply to existing purchases or just new orders. There has been no official response from China’s customs or industry ministries, nor from Nvidia.
Reports suggest that some exceptions may be allowed for research and development purposes, particularly in collaboration with universities. Analysts propose that this move by Beijing could serve as leverage to obtain concessions from the U.S. ahead of a significant meeting between Presidents Trump and Xi Jinping.
Since 2022, the U.S. has enacted export restrictions on advanced chips to hinder China’s AI advancements. Nvidia’s CEO had previously indicated that sales of less advanced chips to China effectively halted after Beijing imposed import bans last year.
The H200, which offers substantial improvements over its predecessor, is in high demand. Chinese tech companies have requested over two million units, dramatically exceeding Nvidia’s current supply. However, the complex dynamics between Nvidia, the U.S. government, and China highlight the ongoing global tech rivalry surrounding the chip market.
