On Thursday, Canada’s Defence Minister assured lawmakers that the government is on course to fulfill NATO’s crucial requirement of allocating two percent of GDP to military spending by the upcoming spring.
David McGuinty expressed optimism about hitting this target despite some skepticism from the Opposition Conservatives, who highlighted the Department of National Defence's previous issues in fully utilizing its annual budget.
A significant step toward this objective was marked by the U.S. Defense Security Cooperation Agency's authorization of a $3.6 billion munitions sale to Canada. This deal includes thousands of bombs, such as smart munitions compatible with CF-18s and future F-35s or F-39 Gripens, ensuring that the Royal Canadian Air Force replenishes its arsenal while highlighting reliance on U.S. weaponry.
Last spring, Prime Minister Mark Carney outlined plans to meet NATO’s target by the end of the fiscal year, allocating an additional $9.3 billion to the defense budget. This announcement coincided with NATO's elevation of the spending guideline to five percent of GDP, which also encompasses defense infrastructure.
Canada's overall defense budget for this fiscal year sits around $63 billion, reflecting new investments aimed at replenishing weapon stocks diminished by years of underfunding and contributions to Ukraine.
McGuinty stressed that the department is diligently tracking spending and remains confident of meeting the March 31 deadline. A substantial portion of the new funding has already been directed towards increasing personnel wages.
From 2020 to 2023, National Defence faced challenges in spending approximately $5.37 billion, with funds either deferred for future use or returned to federal coffers. Historically, capital spending on new equipment has met hurdles, as outlined by the Parliamentary Budget Office, which reported that $18.7 billion in planned acquisitions under the 2017 Liberal defense policy did not come to fruition.
Achieving the two percent target is politically significant, especially given the persistent pressure from allies, notably the United States, since the NATO summit held in Wales in 2014.
