A bipartisan coalition of U.S. senators is urging the Trump administration to expedite the development of a science-based bird flu vaccine for livestock. This call for action surfaces as the nation grapples with one of its most critical animal health emergencies in years.
Since 2022, over 180 million birds, including chickens and turkeys, have succumbed to the ongoing bird flu outbreak. These losses have severely impacted farmers, inflated egg prices, and instilled widespread anxiety within the poultry sector. Although the U.S. Department of Agriculture (USDA) indicated plans to formulate a national vaccination strategy this June, details on its implementation remain unclear.
In a letter sent to Agriculture Secretary Brooke Rollins on Wednesday, 23 senators requested the USDA to take “renewed action” as winter approaches and bird flu cases rise. This bipartisan delegation, which includes both Democrats and Republicans, reflects a shared concern across political divides.
Leading the letter were Senator Amy Klobuchar of Minnesota and Senator Mike Rounds of South Dakota. They were joined by Senate Majority Leader John Thune and several Agriculture Committee members.
The senators underscored the necessity for any vaccine plan to be scientifically grounded and formulated with input from veterinarians, industry experts, and animal health authorities. They also insisted on transparency regarding how vaccination could influence trade, ensuring farmers and exporters are informed.
Earlier in the year, the USDA allocated $100 million for bird flu vaccine research focused on egg-laying chickens, receiving over 400 proposals for fund allocation. However, since June, there have been no updates on which proposals were selected or the future of the vaccination strategy.
Compounding the issue, the Trump administration terminated a $700 million agreement with Moderna in May for a human bird flu vaccine. Health Secretary Robert F. Kennedy Jr., known for his anti-vaccination stance, has also ended several federal vaccine initiatives and modified existing vaccine protocols, raising concerns about the government's readiness to address potential health risks tied to bird flu.
Opinions within the poultry industry are divided regarding bird vaccination. Some farmers advocate for vaccination as a necessary control measure, while others express fears it may harm export markets due to restrictions from some importing countries on vaccinated animals. Senators heightened their call for Secretary Rollins to engage with trading partners and producers to fully understand the potential trade implications of any proposed vaccine.
In late November, the USDA acknowledged it had yet to discuss a vaccination plan with international trade partners, creating uncertainty for many farmers as they plan for the future.
This situation underscores a broader dilemma: balancing the protection of American agriculture from disease while sustaining crucial trade relations. With winter approaching and infection rates rising, there is increasing pressure on the USDA for a clear, science-based strategy ahead.
Currently, lawmakers, farmers, and consumers await decisive action from the federal government to manage an outbreak that has already incurred significant economic and agricultural damage.
