A nationwide survey indicates that about 27% of immigrants in the United States are intentionally avoiding travel, both domestically and internationally, to escape potential encounters with immigration authorities. This cautious stance is evident among undocumented individuals, legal residents, and even naturalized citizens.
Conducted in 2025 across a sample of over 1,800 immigrant adults, the survey underscores increasing anxiety within immigrant communities as responses to heightened immigration enforcement have intensified under recent policies.
Particularly notable is the apprehension among undocumented immigrants, where nearly 63% indicated they have ceased traveling altogether. Legal immigrants were not immune to this trend; around 32% of H-1B visa holders reported altering their travel plans to evade potential immigration checks, while 15% of naturalized citizens expressed similar concerns.
This change in travel habits coincides with the United States' peak holiday season—often characterized by extensive domestic and international travel. Major holidays such as Thanksgiving, Christmas, and New Year's Eve typically witness substantial travel activity, yet many immigrants are opting to remain home, influenced by fears of increased immigration enforcement.
A contributing factor to this anxiety is the expanded data-sharing initiatives among federal entities. Reports suggest the Transportation Security Administration (TSA) has started sharing domestic travel records with Immigration and Customs Enforcement (ICE), a marked shift in enforcement strategy.
H-1B visa holders, in particular, are feeling the ripple effects of policy changes. Following the State Department's cessation of remote visa renewals in July 2025, many applicants have faced lengthy delays at US consulates, with some unable to reschedule interviews until 2027, leaving many professionals stranded overseas.
Additionally, an executive order in September 2025 introduced a hefty $100,000 application fee for new H-1B visas, further complicating the financial landscape for immigrants. The vetting process has also intensified, with increased scrutiny of applicants’ social media activities.
Despite the pervasive fears linked to immigration checks, the survey results revealed that a majority of immigrants still regard the United States as a land of opportunity. When asked whether they would relocate to the US again if given the choice, most responded positively, highlighting the enduring appeal of the nation amid adversity.
This survey uncovers the profound effects of immigration policy on the lives of immigrants, especially influencing their travel decisions during significant periods. It also emphasizes the crucial need for policies that balance enforcement with the human aspects of immigration, ensuring that pathways remain open for immigrants to contribute positively to the country.
