KYIV — President Volodymyr Zelenskiy announced on Saturday that Ukraine will present its "victory plan" to allies during a crucial meeting in Germany next weekend. This presentation aims to solidify support for Ukraine’s strategy to bring an end to the ongoing war with Russia.
In a message posted on the Telegram app, Zelenskiy outlined the plan as comprising "clear, specific steps for a just end to the war." He is set to meet with U.S. President Joe Biden and other leaders at the U.S. Ramstein Air Base on October 12, where the discussions will focus on enhancing support for Ukraine as it continues to defend itself against Russian aggression.
Ukraine has been fending off a larger Russian invasion for nearly 1,000 days, facing significant challenges along the way. Just this past Wednesday, Ukrainian forces experienced a significant setback when Russian troops captured the eastern town of Vuhledar after two years of resistance. This loss has heightened the urgency of Zelenskiy’s upcoming presentation.

In his nightly address, Zelenskiy emphasized that his government, along with military and diplomatic officials, will do everything possible in the coming days to ensure that the Ramstein meeting yields positive outcomes for Ukraine’s defense and its vision for the war's conclusion.
Zelenskiy previously shared aspects of the victory plan with Biden, as well as with the candidates vying to succeed him—Vice President Kamala Harris and former President Donald Trump—after months of hinting at ideas for resolving the conflict. The White House acknowledged that Zelenskiy’s plan includes "a number of productive steps."
However, a U.S. official characterized the proposal as essentially a repackaged request for additional military support, including a lifting of restrictions on long-range missiles. The official noted that the plan hinges on the ultimate defeat of Russia, a goal some view as overly ambitious given the current realities on the battlefield.
Meanwhile, a report by the Financial Times, citing unnamed diplomats, suggested that Ukraine ceding territory to Russia might be the "only game in town" for securing NATO membership. However, sources within Zelenskiy’s office dismissed these claims, stating that Ukraine does not "trade sovereignty and territories," labeling the report as "simply chatter."
On the Russian side, President Vladimir Putin has made it clear that Moscow's conditions for ending the war include Ukraine's agreement to surrender control of four regions claimed by Russia and to abandon its aspirations of joining NATO. Kyiv has firmly rejected these demands, equating them to an unacceptable capitulation.
As the Ramstein meeting approaches, the stakes remain high for both Ukraine and its allies, as the outcome could significantly impact the course of the conflict and the broader geopolitical landscape in Eastern Europe.
