Hamdan bin Mohammed forms Data and Statistics Committee in Dubai through Resolution

In his role as the Chairman of The Executive Council of Dubai, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, and Minister of Defence of the UAE, has issued Executive Council Resolution No. (13) of 2025. This Resolution announces the formation of the Data and Statistics Committee in the Emirate of Dubai.

Committee Leadership and Members
According to the Resolution, the Committee will be led by the Director General of the Digital Dubai Authority, who will serve as the Chairman. Younus Abdulaziz Al Nasser has been appointed as the Vice Chairman.

Other members of the committee include:

• Arif Abdulrahman Ahli
• Dr. Mariam Obaid Al Muhairi
• Mohammed Yousef Al Mudharreb
• Issa Harib bin Haider
• Khalid Ali Al Jallaf
• Khalid Ahmed Al Falasi
• Omar Khalifa Al Suwaidi
• Rashid Obaid Al Sharid
• Majida Ali Rashid

Additionally, representatives from Dubai’s State Security Department and the Dubai Electronic Security Center will also be part of the committee.

Purpose of the Committee
The Resolution highlights how data plays a major role in Dubai’s digital transformation. By using AI and advanced technologies, the committee aims to:

Improve government operations.
Enhance the quality of life for residents.
Boost the digital economy.
The Data and Statistics Committee will focus on managing and overseeing the use, sharing, and governance of data and statistics across Dubai. It will also improve coordination between government departments to overcome challenges, keep up with technological changes, and find practical solutions.

Key Responsibilities
The committee will:

1. Ensure all data exchange and statistics generation align with Dubai’s strategic goals.
2. Improve efficiency in managing and sharing data using the latest technologies.
3. Provide insights on future data projects and define methods for exchanging and using data.
4. Recommend best practices for calculating statistical values and metrics.
5. Oversee that government departments follow the data and statistics standards set by Dubai Data and Statistics.
6. Ensure compliance with the government’s Data Maturity Framework.
7. Organise and update data records regularly.
8. Identify essential data required for AI applications to improve and predict service experiences in Dubai.

Cooperation and Support
Under this Resolution, all government entities must cooperate with the Data and Statistics Committee. They are required to provide any data, information, or documents requested by the committee on time to support its work.

Dubai Data and Statistics will be responsible for offering administrative and technical support to the committee. This support will help the committee carry out its tasks effectively.

Replacing Previous Legislation
The Chairman of the Data and Statistics Committee will issue the necessary decisions to enforce the new provisions. This Resolution replaces Executive Council Decision No. (2) of 2008, which previously established the Statistical Coordination Committee.

Effective Date
The new Resolution cancels any earlier legislation that conflicts with it. It will come into effect from the date of its issuance and will be published in the Official Gazette.
