Hamdan bin Mohammed Awards Dubai Police with Hamdan Flag for Innovation in Government Services

Dubai: His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, and Minister of Defence of the UAE, has awarded the Hamdan Flag to Dubai Police, recognising their outstanding innovation and leadership in government services. The award was part of the Hamdan Bin Mohammed Program for Government Services, which highlights the emirate’s ongoing efforts to set global benchmarks in service delivery and innovation.

During the ceremony, Sheikh Hamdan expressed his admiration for the innovative work undertaken by Dubai’s government teams, crediting their efforts to the visionary leadership of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. He noted that Dubai has successfully established itself as a global model for forward-thinking governance, tackling global challenges through integrated, customer-focused solutions.

The presentation of the Hamdan Flag to Dubai Police followed the review of Phase One results of the Services 360 Policy, a transformative government initiative designed to revolutionise how residents interact with services across the emirate. This initiative, which encourages the design of proactive, integrated, and seamless services, has already made a significant impact in its first phase, resulting in AED 647 million in savings for customers, a 98% reduction in waiting times, and a 74% decrease in required visits to access services.

Sheikh Hamdan praised the rapid advancements in government services, emphasizing the importance of collaboration and innovation in driving Dubai’s progress. He proudly shared that 418 government services have been enhanced in just one year, with many more improvements to come. “We are driving an unprecedented transformation in Dubai’s government services,” Sheikh Hamdan said. “I am proud of the progress we have made across all entities, doubling both the speed and impact of service development.”

His Highness highlighted the importance of the "Whole-of-Government" approach, stressing that Dubai’s success in delivering world-class services stems from the strong partnerships between public and private sectors. By aligning efforts and pooling resources, Dubai has managed to exceed its ambitious targets, generating over AED 1 billion in savings, reducing service access times by 98%, and achieving 91% customer trust in government improvement efforts. Sheikh Hamdan acknowledged that these achievements are just the beginning, with further milestones expected as the city continues its transformation.

The event also saw the recognition of other government entities for their contributions to service innovation. Dubai Municipality’s “Build in Dubai” initiative, a project aimed at improving service integration for building permits, was honored with the Best Innovative Initiative award. Additionally, Dubai’s Roads and Transport Authority (RTA) won the Customer Trust award for its continuous efforts to enhance transportation services, while other key government bodies, including Dubai Electricity and Water Authority, Dubai Civil Defense, and Dubai Public Prosecution, were acknowledged for their roles in the transformation.

In addressing government employees, Sheikh Hamdan said: "By accelerating processes and exceeding expectations, you have not only raised the bar but also elevated the aspirations of our entire community. I am confident that the next phase will unlock even greater achievements, and I will personally monitor our progress as we roll out further enhancements."

The success of the Services 360 Policy’s first phase marks a significant achievement in Dubai's efforts to enhance its government services. The initiative has produced remarkable results in its first year alone, with 418 services being improved, a 98% reduction in service waiting times, and savings of AED 647 million for customers. Moreover, customer trust in the government’s efforts to improve services has reached 91%, further solidifying Dubai’s reputation as a leader in innovative governance.

Sheikh Hamdan also congratulated Dubai Municipality and its partners for winning the Leading Initiative award, and applauded the efforts of all teams involved in advancing Dubai’s government services. He emphasized that the success of these initiatives, driven by creative and collaborative efforts, has helped position Dubai among the world’s top cities in government innovation.

The Dubai Model Centre (DMC), part of the General Secretariat of The Executive Council of Dubai, organised the event and led the evaluation process for the Hamdan Flag competition. Seven government entities were shortlisted for the award after an extensive evaluation by international experts, focusing on key criteria such as achieving results, fostering creativity and innovation, and promoting sustainability. Customers also played a significant role by voting for their preferred entity, demonstrating their trust in Dubai’s ongoing efforts to enhance government services.

The Hamdan Flag continues to inspire innovation across government entities, encouraging them to develop pioneering services that meet the evolving needs of Dubai’s residents. His Excellency Abdulla Al Basti, Secretary General of The Executive Council of Dubai, noted that this transformation, guided by Sheikh Mohammed bin Rashid’s vision and Sheikh Hamdan’s leadership, reflects a deep commitment to serving the people. “Dubai’s government services have now become a global benchmark for integrated services that anticipate customer needs and ensure the happiness of citizens, residents, and visitors,” he said.

Eman Al Suwaidi, Senior Director of the Dubai Model Centre, also expressed her gratitude to the government entities that participated in this cycle of the Hamdan Bin Mohammed Program for Government Services. She praised their initiatives, which have supported the implementation of proactive, automated, and digital services in line with the 360 Services Policy’s goals.

As Dubai continues its transformation, the completion of Phase One of the Services 360 Policy has set a strong foundation for future developments. With Phase Two on the horizon, further enhancements are expected to exceed expectations and ensure that Dubai remains at the forefront of smart, customer-centric government services.
