EU explores plan to reopen Strait of Hormuz oil route

Kaja Kallas said the European Union is exploring a possible plan with the United Nations to restore the flow of oil and gas through the Strait of Hormuz, which has been heavily disrupted due to the ongoing conflict involving Iran.

Speaking on Monday while arriving at a meeting of EU foreign ministers in Brussels, Kallas said she had discussed the idea with António Guterres, Secretary-General of the United Nations. The proposal involves creating an initiative similar to the Black Sea Grain Initiative that allowed Ukrainian grain exports to continue during wartime.

Kallas said the goal is to find a way to ensure safe transport of energy supplies through the Strait of Hormuz, which is currently facing severe disruption. The waterway has effectively been shut as tensions escalate in the ongoing war involving the United States and Israel against Iran.

Iranian forces have reportedly targeted ships in the narrow passage between Iran and Oman, creating major risks for global energy transportation. The strait is one of the world’s most important oil routes, carrying around one-fifth of the global oil supply.

Kallas warned that the closure of the Strait of Hormuz poses serious risks not only for global energy markets but also for industries that rely on stable fuel supplies. She said the disruption could also affect fertiliser production.

According to her, shortages in fertiliser this year could lead to food shortages in the following year, increasing global food security concerns.

EU ministers are also expected to discuss whether the mandate of the EU’s naval mission, Operation Aspides, should be expanded. The mission currently focuses on protecting commercial ships in the Red Sea from attacks by Yemen’s Houthi rebels.

Kallas said keeping the Strait of Hormuz open is an important strategic interest for Europe. However, she acknowledged that any decision to expand the mission or take further action will require support from EU member states.

She added that discussions will continue among European governments to determine what steps can be taken to help ensure safe navigation through the crucial global shipping route.
