The UAE Government and the World Economic Forum have signed an important agreement to create a new platform called the Global Regulatory Innovation Platform (GRIP). This partnership was announced at the 55th Annual Meeting of the World Economic Forum in Davos, Switzerland, which took place from January 20–24, 2025. The agreement was signed in the presence of H.H. Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, who is the Chairperson of the Dubai Culture and Arts Authority.
The goal of GRIP is to help create laws that focus on the needs of people in a world where technology is changing quickly. It will offer a space where people can come together to work on making laws that are flexible and useful in this fast-moving world. The platform will help governments and organizations test and improve their laws, making sure they are ready for the challenges and opportunities of the future.
The signing ceremony included Mohammed bin Abdullah Al Gergawi, UAE Minister of Cabinet Affairs, and Professor Klaus Schwab, the Founder and Executive Chairman of the World Economic Forum. The UAE’s side was represented by Maryam bint Ahmed Al Hammadi, Minister of State and Secretary-General of the Cabinet, while the World Economic Forum was represented by Alois Zwinggi, the Forum’s Managing Director.

Maryam bint Ahmed Al Hammadi shared that this partnership shows the UAE’s commitment to being a leader in global cooperation. She said the project is in line with the vision of President His Highness Sheikh Mohamed bin Zayed Al Nahyan and Vice President and Prime Minister His Highness Sheikh Mohammed bin Rashid Al Maktoum. She emphasized that the UAE aims to support global efforts for development, stability, and prosperity.
She added that the platform is part of the UAE’s drive to support innovation in all areas, especially in making laws that fit today’s needs. The UAE has already modernized more than 80% of its laws, which shows its willingness to adapt and progress.
Maryam Al Hammadi also highlighted the main goals of the partnership with the World Economic Forum, which include creating the Future-Readiness Index for Legislation, publishing a Global Guide for Regulatory Innovation, and building a network of international experts, lawmakers, and government leaders. The initiative will also focus on increasing the skills of people working in lawmaking and creating a global platform for learning about new laws and regulations. It will hold important discussions on how to improve regulations and will host the Global Legislative Forum.
Finally, Maryam Al Hammadi stated that GRIP will enhance the UAE’s position as a leading global center for organizations and businesses looking for flexible and supportive regulations. It will also make the UAE a hub for knowledge-sharing in the field of legislative innovation.
