His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence of the UAE, and Chairman of The Executive Council of Dubai, attended the signing of a Memorandum of Understanding (MoU) between Dubai’s Roads and Transport Authority (RTA) and The Boring Company, a US-based firm. The agreement aims to explore the possibility of developing the ‘Dubai Loop’ tunnel project.
The planned tunnel will be 17 kilometers long and will have 11 stations. It is expected to carry over 20,000 passengers per hour. This project is part of a bigger plan to create a loop transportation network across the city.
The MoU was signed during the 2025 World Governments Summit (WGS) to strengthen cooperation between both sides in tunnel construction and excavation.

The signing was carried out by His Excellency Mattar Al Tayer, Director General and Chairman of the Board of Executive Directors of RTA, and John Hering, Lead Investor and Senior Advisor to The Boring Company. Several senior officials from both parties were also present.
A Step Towards Advanced Mobility
HE Al Tayer explained that this agreement follows the vision of Dubai’s leadership to work with top global companies and bring cutting-edge transportation solutions to the city. He highlighted that Dubai aims to be a global leader in advanced and sustainable mobility.
“The MoU will help us bring new technology to the transport sector, introduce innovative solutions, and create a modern transport ecosystem. It will also allow us to share knowledge and expertise to develop systems that suit Dubai’s needs,” he said.
He also noted that the tunneling technology proposed by The Boring Company is faster, more cost-effective than traditional methods, and causes minimal disruption to existing roads and infrastructure.
Scope of the Agreement
The agreement includes research and information sharing on the standards and requirements for innovative transport systems in Dubai. It will also cover the latest trends in mobility, system development, safety standards, and test routes.
John Hering spoke about the benefits of the loop system, saying that The Boring Company is working to revolutionize transportation by building safe, fast, and cost-efficient tunnels for passengers, freight, and utilities.
“The loop system uses advanced and eco-friendly technologies. It offers quick and seamless travel, reducing journey times and improving mobility,” Hering said.
He also mentioned that The Boring Company follows an all-in-one approach, where it designs and builds its own Tunnel Boring Machines (TBMs), engineers tunnel structures and stations, operates the excavation process, and manages the underground transportation network.
World Governments Summit 2025
This year’s World Governments Summit (WGS) is held under the theme ‘Shaping Future Governments’ and brings together leaders and experts from around the world. The event is attended by over 30 heads of state and government, more than 80 international and regional organizations, and 140 government delegations.
The summit features 21 global forums discussing key future trends, over 200 interactive sessions with more than 300 speakers, and 30 ministerial meetings and roundtable discussions attended by over 400 ministers.
