In 2024, Dubai’s Roads and Transport Authority (RTA) made significant progress in ensuring that service providers follow licensing rules and regulations. Through strict inspection and audit processes, compliance among service providers increased by 20% compared to 2023. This improvement reflects RTA’s continuous efforts to create a better business environment and maintain high standards of quality and transparency in the licensing sector.
RTA carried out around 579,000 inspections and audits of licensing activities throughout the year. Despite this rise in monitoring, the number of violations recorded dropped by 3%. This shows that more businesses are now following the rules correctly, reducing the need for penalties and corrections.

Ahmed Mahboob, CEO of the Licensing Agency at RTA, explained that the improvement in compliance is the result of stronger field monitoring and the use of advanced technology. He said that by using smart data analysis and precise violation detection tools, RTA has been able to conduct more targeted inspections. This means inspectors focus more on activities that are at a higher risk of breaking rules, making their efforts more effective. Additionally, by working closely with other authorities, RTA has strengthened coordination and improved overall compliance.
RTA has also focused on increasing awareness about licensing regulations. In 2024, it conducted 30 awareness campaigns in partnership with nine different organizations across Dubai. These campaigns helped businesses understand the rules better, which contributed to higher compliance rates. By educating service providers, RTA has reduced the number of violations while ensuring businesses operate legally and efficiently.
Mahboob emphasized that the drop in violations is a result of RTA’s proactive approach. Instead of just punishing businesses, RTA is actively guiding them on how to follow regulations properly. Looking ahead, RTA plans to introduce new initiatives to address challenges and further improve inspection processes. These steps will help ensure that businesses continue to comply with regulations while also enhancing the efficiency of licensing operations in Dubai.
