Namibia has rejected an application by Elon Musk’s Starlink to provide satellite internet services in the country, marking a second setback for the company in southern Africa.
The Communications Regulatory Authority of Namibia (CRAN) announced the decision without giving specific reasons but highlighted that Starlink’s Namibian subsidiary did not meet local ownership requirements. Namibian law mandates that at least 51% of shares in any telecommunications company must be owned by citizens or local entities.
Starlink, which operates in about 25 African countries, has faced similar regulatory challenges in South Africa, where ownership rules have also limited its operations.
The Namibian regulator said it could reconsider the decision either on its own initiative or if a petition is filed within 90 days.
In 2024, CRAN issued an order against Starlink, accusing it of operating without a licence and instructing the company to immediately cease all operations. The public was also advised not to buy Starlink equipment or subscribe to its services, as this would be illegal.
Starlink has said on its website that it plans to partner with local Namibian firms and create employment opportunities in the country.
Elon Musk, born in South Africa in 1971, has criticised local ownership laws in the region, claiming they hinder his company’s entry. He argued that black economic empowerment policies in South Africa acted as a barrier to foreign investment. However, the South African government countered, noting that over 600 US companies, including Microsoft, operate successfully in compliance with local laws.
Starlink aims to provide high-speed internet to remote areas using a large network of satellites, making it especially valuable for regions with limited connectivity.
