Nakheel, a key player in Dubai’s real estate sector and a member of Dubai Holding, has announced a significant partnership with the Dubai Electricity and Water Authority (DEWA) for the development of two substations on Palm Jebel Ali, valued at AED 270 million. This initiative aims to bolster the power supply for the luxury villas and other facilities on the island.

Under the agreement, DEWA will manage the project, overseeing tendering, awarding, and construction of the substations, which are set to be completed in alignment with the delivery timelines for the luxury residential units. The project encompasses the construction of two substations with a capacity of 132/11 KV, delivering a total of 400 megavolt amperes (MVA) to meet the energy demands of a significant portion of Palm Jebel Ali, including its distinctive fronds and central spine.
This announcement builds upon previous contracts awarded earlier this year for essential infrastructure developments, including villa construction, public access roads, and marine works on Palm Jebel Ali.
Palm Jebel Ali is envisioned as one of Nakheel’s most ambitious projects, intended to set a global standard in waterfront living. Once completed, it will feature an extensive array of lifestyle amenities, contributing significantly to Dubai’s growth trajectory over the coming decades. The project was unveiled by His Highness Sheikh Mohammed bin Rashid Al Maktoum, the Vice President and Prime Minister of the UAE and Ruler of Dubai. It aligns with the Dubai Economic Agenda D33 and represents the initiation of a new growth corridor in the Jebel Ali region, emphasizing the emirate's commitment to expansion and innovation.
Nasser Al Awadhi, Chief Land Estates Officer of Dubai Holding, expressed confidence in DEWA's expertise, stating, “We are confident that the expertise and skills of DEWA, our strategic partner, in the sector will enable us to lay a strong foundation as the prestigious Palm Jebel Ali takes shape. It is a symbol of Dubai’s unwavering ambition to always drive progress and leave an indelible mark on the global stage. Palm Jebel Ali is a testimony to our vision to build the best luxury waterfront living for today’s global citizen.”
Hussain Lootah, Executive Vice President of Transmission Power at DEWA, welcomed the collaboration, stating, “We welcome the efforts of Dubai Holding Real Estate, DEWA’s strategic partner, to build the two power transmission stations in the Palm Jebel Ali project according to the highest standards of quality, sustainability and safety, using the latest digital technologies for transmission stations. All organizations in Dubai integrate their efforts to make Dubai the world's best city for living, working, and visiting.”
He further emphasized DEWA's commitment to maintaining a world-class infrastructure for electricity and water in line with Dubai's growth, achieving 100% reliability and availability of the power transmission system, which places DEWA among the best-performing institutions globally in power transmission.
The partnership signifies the latest advancement in the transformation of Palm Jebel Ali into a premier residential and recreational destination. Covering an area of 13.4 kilometers and featuring 16 fronds along with over 90 kilometers of beachfront, Palm Jebel Ali aims to foster a vibrant new growth corridor in the Jebel Ali area. This initiative is in harmony with the Dubai 2040 Urban Master Plan and the Dubai Economic Agenda D33, which seeks to create mixed-use, pedestrian-friendly neighborhoods with sweeping views of the Arabian Gulf. Residents and visitors can look forward to an array of recreational spaces tailored to diverse lifestyles and interests, emphasizing smart city technologies and sustainable practices.
Nakheel’s ongoing projects continue to form a vital part of Dubai’s iconic landscape, encompassing master communities, residential spaces, retail, hospitality, and leisure developments, all pivotal to realizing the vision for the emirate.
