His Highness Sheikh Mohammed bin Rashid Al Maktoum, Ruler of Dubai, and the Vice President and Prime Minister of the UAE, has made a new rule, called Decree No. (48) of 2024. This rule creates the Dubai Resilience Centre, a special group that will help Dubai stay safe and ready to handle risks, emergencies, problems, and disasters. The aim is to make Dubai one of the best cities in the world at dealing with tough situations.
The Dubai Resilience Centre will work under Dubai’s Supreme Committee of Crisis and Disaster Management. It has been given the legal power to do whatever is needed to protect Dubai from risks and problems and to help it recover quickly if something bad happens. This new group will make plans and guide different departments in Dubai to work together during emergencies.

The Decree explains the main goal of the Dubai Resilience Centre. Its purpose is to make Dubai ready to face any kind of emergency, problem, or disaster and recover quickly. It will make sure that everyone works together during difficult times. The Centre will also give support to the Supreme Committee of Crisis and Disaster Management.
The Centre will have many important jobs. First, it will create a big plan to keep Dubai strong and ready for any crisis. It will work with other groups in Dubai to make rules and procedures for emergencies. These plans will then be approved by The Executive Council of Dubai. The Centre will also check if these plans are working by keeping track of progress and sending regular reports to the Supreme Committee.
The Dubai Resilience Centre will manage a special operations platform to handle emergencies. This platform will connect all the important departments in Dubai so they can share information and work together. The Centre will also make partnerships with organisations from other countries to learn better ways to handle crises.
Another important task of the Centre is to collect and study information from different departments in Dubai. It will use this information to prepare for possible problems in the future. The Centre will also suggest ideas to make people in Dubai more aware of how to prepare for emergencies.
To get everyone ready, the Centre will create training exercises and practice scenarios. These exercises will help people understand what to do during an emergency. The lessons learned from these practices will be shared with the Supreme Committee to improve the plans.
The Centre will have a leader, called the Executive Director, who will be chosen by the Chairman of The Executive Council of Dubai. The Executive Director will make plans to meet Dubai’s goals, check how well these plans are working, and help fix any issues. The Director will also work with other groups in Dubai to make sure everyone is prepared.
The Decree says that all government and private organisations in Dubai must help the Centre. They must share any information, reports, or data the Centre needs to do its work.
The Chairman of the Supreme Committee of Crisis and Disaster Management will make sure the new rule is followed. Any old rules that conflict with this Decree will no longer apply.
This rule is effective immediately and will be published in Dubai’s Official Gazette for everyone to know.
