His Highness Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, Vice Chairman of the Dubai Health Board of Directors, attended the graduation ceremony of the first group of students from the Dubai Disaster Medicine Programme. Alongside this program, students also graduated with the Professional Diploma in Healthcare for Emergency and Crisis Management and the Professional Diploma in Public Health.
The Dubai Health Authority (DHA) organized the event in partnership with the Mohammed Bin Rashid School of Government and the UAE’s National Training Program. This marks the first achievement of their collaboration to strengthen Dubai’s medical preparedness and emergency response.

During the event, Sheikh Mansoor bin Mohammed highlighted the importance of the Dubai Disaster Medicine Programme. He emphasized that the initiative aligns with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. This vision focuses on ensuring Dubai is always ready to tackle challenges, improve crisis response, and provide top-quality healthcare that meets global standards.
Sheikh Mansoor also noted that under the leadership of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence of the UAE, and Chairman of The Executive Council of Dubai, the city’s healthcare sector is committed to maintaining high safety standards for everyone. He praised Dubai’s well-developed healthcare system, which has played a key role in managing emergencies successfully, even in difficult situations.
The event was attended by several prominent figures, including His Excellency Awadh Seghayer Al Ketbi, Director General of the Dubai Health Authority, Dr. Amer Sharif, CEO of Dubai Health, and His Excellency Dr. Ali bin Sebaa Al Marri, Executive President of the Mohammed Bin Rashid School of Government. Representatives from various organizations, such as Dubai Police, Dubai Civil Defence, Dubai Corporation for Ambulance Services, and major healthcare groups like HMS Group, American Hospital, Aster Group, NMC Group, Medcare Group, and Mediclinic Group, were also present.
A total of 1,770 participants took part in the Dubai Disaster Medicine Programme. Additionally, 78 students completed the Professional Diploma in Public Health, and 115 students graduated from the Professional Diploma in Emergency and Disaster Healthcare. The graduates included highly skilled medical professionals who will contribute to strengthening Dubai’s healthcare system.
His Excellency Awadh Seghayer Al Ketbi expressed his gratitude to Sheikh Mansoor bin Mohammed for attending the event and supporting Dubai’s healthcare sector. He stated that the Dubai Disaster Medicine Programme was launched after receiving accreditation from the European Centre for Disaster Medicine and the American College of Surgeons. This program is one of DHA’s key initiatives aimed at improving healthcare readiness in the emirate. It plays a vital role in strengthening Dubai’s preventive and health security measures, ensuring rapid medical response during crises and emergencies. The curriculum has been designed in collaboration with some of the world’s leading institutions and follows international standards.
Al Ketbi further explained that the program helps improve Dubai’s resilience, promotes awareness about disaster and crisis management, and ensures that training in this field is unified and well-structured. Through these efforts, DHA aims to enhance the knowledge and expertise of medical leaders across both public and private hospitals, as well as train healthcare professionals specializing in emergency medicine and crisis management.
The graduation of these students marks a significant step toward building a stronger and more prepared healthcare system in Dubai. With well-trained professionals ready to respond to emergencies, the city continues to move forward in providing world-class medical care and ensuring the safety and well-being of all its residents.
