Dubai — The fourth edition of the Interpol Young Global Police Leaders Programme (YGPLP) was inaugurated with a grand opening ceremony at the Officers' Club in Dubai. Themed "Policing in the Age of Artificial Intelligence," the event gathered esteemed leaders from across the globe, including Major General Khalil Ibrahim Al Mansoori, Acting Commander-in-Chief of Dubai Police, and Jürgen Stock, INTERPOL Secretary General. The ceremony also saw the presence of the Assistant Commanders of Dubai Police.
Hosted by Dubai Police in collaboration with INTERPOL, the four-day programme is welcoming young police leaders from 34 INTERPOL member countries. The event features a diverse array of speakers, specialists, and trainers from Dubai Police and various international organizations.
The opening session commenced with a compelling video presentation highlighting the evolution of the YGPLP, tracing its roots back to the inaugural edition in Dubai in 2018. The presentation included footage from the subsequent editions in 2019, 2022, and the third edition hosted in India, reflecting the programme's growing impact and international reach.

This year’s theme, "Policing in the Age of Artificial Intelligence," focuses on leveraging AI to enhance police operations, boost community safety, and tackle crime across different domains. Major General Al Mansoori emphasized that the launch of this edition underscores Dubai Police's pivotal role in fostering international collaboration and advancing global policing standards.
"This initiative is crucial for the advancement of security and police work. It provides a platform for exchanging knowledge, best practices, and developing human resources, particularly young police leaders," Al Mansoori stated. He further highlighted Dubai Police’s commitment to equipping young leaders with the tools and knowledge necessary to tackle future challenges and harness AI for innovative policing solutions.
In his keynote address, INTERPOL Secretary General Jürgen Stock expressed his enthusiasm for returning to Dubai, where the YGPLP concept was first unveiled at the 2018 General Assembly. Stock praised the programme's progress over the past six years and acknowledged the significant support from Dubai Police. He welcomed the young leaders, stressing the importance of harnessing AI to address the evolving landscape of cross-border threats.
"The rapid advancements in technology, particularly AI, are transforming law enforcement and enhancing our capabilities in crime prevention and public safety. This year alone, Dubai Police has integrated AI systems into 29 administrative processes," Stock noted. He also emphasized INTERPOL's efforts to provide a foundational framework for AI in law enforcement through the "Responsible AI Innovation for Law Enforcement" guide, released in collaboration with the United Nations Interregional Crime and Justice Research Institute.
Dr. Madan Oberoi, INTERPOL's Executive Director of Technology and Innovation, welcomed the attendees and outlined the diverse expertise of the participants, including backgrounds in AI, digitization, IT, forensics, and legislation. Oberoi emphasized the YGPLP's role in promoting international cooperation and providing a platform for learning and networking among emerging law enforcement leaders.
The programme’s history was briefly reviewed by Oberoi, noting the previous editions and their focus areas. The first edition in 2019 addressed emerging trends in policing, while the second edition in 2022 explored future skills and tools for law enforcement. The third edition in India concentrated on trust in criminal investigations.
The fourth edition is set to explore how AI, a transformative force reshaping industries, can be effectively utilized in policing. AI's applications in law enforcement include image, text, and speech analysis, risk assessment, and more, making it an essential tool for enhancing efficiency and effectiveness in policing.
Engineer Major Khalifa Al Room, Vice President of the Dubai Police Young Leaders Council, highlighted the programme’s significance in shaping future leaders. He praised the YGPLP as a critical step in building knowledge and fostering cooperation to enhance security and policing.
The first day of the programme included a keynote lecture on "Future Foresight Skills for Leaders in the Age of Artificial Intelligence," an orientation session with INTERPOL Secretary General and Dubai Police leaders, and a brainstorming session led by specialized trainers. Topics discussed included the uses of AI in police agencies, criminal misuse of AI, responsible AI use, and community engagement in understanding AI’s role in policing.
The YGPLP continues to serve as a platform for advancing global policing standards and fostering international collaboration, paving the way for innovative solutions and enhanced security in the age of AI.
