Dubai is a city that always looks to improve the lives of its people. In its latest move, Dubai Municipality has signed a Memorandum of Understanding (MoU) with Parkin Company PJSC. Parkin is the largest company that manages paid public parking in Dubai. This MoU aims to make parking services better, smarter, and easier for everyone in the city.
Who Signed the MoU?
The MoU was signed during an official ceremony attended by important leaders from both sides. His Excellency Eng. Marwan Ahmed Bin Ghalita, who is the Director General of Dubai Municipality, was present. Ahmed Hashem Bahrozyan, who is the Chairman of Parkin’s Board of Directors, also attended.
The agreement was officially signed by Bader Anwahi, who is the CEO of the Public Facilities Agency at Dubai Municipality, and Mohamed Abdulla Al Ali, the CEO of Parkin.

Why Was This MoU Signed?
Dubai Municipality and Parkin want to work together to improve public parking in Dubai. They plan to do this by:
Developing better planning and regulatory standards for parking.
Making the process to get parking permits easier and faster.
Sharing data with each other to provide better services.
This agreement also allows Parkin to manage some of the free public parking areas owned by Dubai Municipality. It will help Parkin to expand its smart parking solutions in Dubai.
What Did the Officials Say?
Bader Anwahi’s Statement
Bader Anwahi, the CEO of the Public Facilities Agency at Dubai Municipality, explained why this MoU is important. He said:
“This MoU matches our efforts to build integrated infrastructure that supports Dubai’s dreams of becoming a smart and sustainable city. By working together with Parkin, we want to improve the quality and efficiency of public services, make the customer experience better, and support Dubai’s vision for sustainable urban mobility.”
This means that Dubai Municipality wants to ensure that people can move around the city easily without traffic or parking problems.
Mohamed Abdulla Al Ali’s Statement
Mohamed Abdulla Al Ali, the CEO of Parkin, also spoke about the partnership. He said:
“This partnership with Dubai Municipality shows Parkin’s commitment to helping Dubai become smarter and more sustainable. With our experience in managing public parking, and by working with the Municipality’s long-term plans, we are building strong infrastructure to improve urban mobility. This supports the Dubai 2040 Urban Master Plan.”
Here, Mr. Al Ali is saying that Parkin is ready to use its experience to help Dubai achieve its long-term goals for better living and easy transportation.
Key Areas of the Agreement
The MoU focuses on many important areas. Some of them are:
Developing Multi-storey Parking Structures
Both Dubai Municipality and Parkin will explore the idea of building more multi-storey parking buildings. This will solve the problem of limited parking spaces in crowded areas.
Managing Regulated Parking Facilities
Parkin will help in managing some regulated parking areas. This will ensure better service quality and smooth operations.
Value-added Parking Services for Events
Whenever there is a big event in Dubai, like exhibitions, sports matches, or concerts, parking becomes a huge problem. This MoU will help Parkin to provide better parking services during such major events.
Using Private Plots as Public Parking
The agreement also mentions that both sides will develop clear rules for using private lands as public parking areas. This can create more parking spaces in busy areas.
Innovative Mobility Solutions
They will look for new and smart ways to improve parking and mobility. For example, using smart access systems where people can enter parking lots without tickets, and advanced payment systems for parking fees.
