Abu Dhabi’s Department of Education and Knowledge (ADEK) has launched a comprehensive policy on student behavior management in schools, categorizing violations into four levels and setting clear expectations for students’ conduct. Encompassing 45 types of violations, this policy is intended to foster positive environments by proactively guiding students on acceptable behavior, setting a framework for handling misconduct, and promoting the cultural values of the UAE. The policy, already in effect since the start of the academic year, outlines a set of progressive responses to violations to support students who may struggle to meet behavioral expectations.

To create a constructive and safe educational experience, schools are encouraged to establish environments marked by respect, safety, and inclusivity. Through setting clear behavioral standards, schools aim to prepare students as responsible citizens while enhancing the cultural identity and values of the UAE within the educational setting. Schools are now required to establish a behavior management committee of at least four members who will ensure disciplinary actions are both fair and appropriate across all students, taking into consideration age, severity of the violation, and the developmental stage of the student.
The new policy introduces four levels of violations, which range in severity and align with age-appropriate responses. Level 1 includes nine types of minor infractions, such as being late, sleeping or eating in class, or inappropriate use of digital devices. Level 2 covers 10 more serious behaviors, including entering or leaving the classroom without permission, fighting, using tobacco, and verbally threatening or bullying. Level 3 adds 11 violations, such as academic cheating, vandalism, reckless driving on school property, and distributing unauthorized media. Finally, Level 4, which addresses the most severe misconduct, includes 15 types of violations, such as weapon possession, sexual assault, arson, theft, or the promotion of inappropriate cultural ideologies.
Schools can respond to misconduct by implementing any of 11 disciplinary measures based on the violation’s level. These include a range of measures such as verbal and written warnings, supervised detention during breaks, temporary or permanent confiscation of items, supervised community service, and in-school suspension. More severe violations can result in out-of-school suspension, or even expulsion if deemed necessary by the committee.
The policy specifies actions that are prohibited as forms of discipline. This includes corporal punishment, psychological punishment, public humiliation, confiscation of personal items without a committee decision, and preventing students from using sanitary facilities or taking breaks for food and drink. Moreover, ADEK emphasizes the importance of maintaining students’ privacy by prohibiting the unauthorized disclosure of personal information and advises against penalizing students by assigning extra schoolwork or reducing academic grades as punishment.
ADEK asserts that a student’s behavior reflects their interactions with various social situations and influences. The department is committed to providing teachers and school staff with tools and training to support positive behavior among students and to intervene constructively in cases of behavioral challenges. Through these measures, Abu Dhabi’s educational system seeks to uphold a safe, respectful, and supportive learning environment that aligns with both local cultural values and global standards for student welfare.
