Under the new rules, most countries will only be able to get a limited number of these chips that help power smart machines. However, the US’s closest friends and allies will be allowed to get as many chips as they need. Countries like Japan, South Korea, and the Netherlands won’t be affected by these new rules, while others, like Singapore and the UAE, will face limits. Countries like China, Russia, and Iran will be completely blocked from receiving this technology.
The US wants to stay ahead in developing smart technologies and not let other countries, especially China, catch up. The new rules are part of an ongoing effort to stop China from using these technologies for military purposes.
The rules mainly focus on chips called graphics processing units (GPUs), which are used in powerful computers. These chips are needed to help teach machines to think and learn. Companies like Nvidia and AMD make these chips and will be affected by the new rules. Big tech companies, like Microsoft, Google, and Amazon, which run data centers using these chips, may also be impacted. They can ask for permission to build data centers in other countries but must follow strict rules.
The rules also deal with something called “model weights,” which are parts of smart technology that help machines make decisions. Countries are divided into three groups: The first group includes the US’s closest allies, who can get as many chips as they need. The second group includes countries that will have limits on how many chips they can get. The third group includes countries like China and Russia, which are blocked from getting this technology.
Some companies, like Nvidia, think these new rules are too strict. They say it could limit the use of chips that are already used in everyday technology like gaming computers. Other companies, like Oracle, worry that this might help China get an advantage in the global market.
The US wants to control these technologies to stay safe and keep its lead in the world. The government says that smart machines can help with things like healthcare and education, but they could also be used for bad things like making weapons or causing harm in other ways. That’s why the US is working to stay ahead and make sure these powerful technologies do not fall into the wrong hands.
Jake Sullivan, a top US security official, said that the country needs to be ready for the rapid growth of smart technology. He said, “The US has to be prepared for how quickly smart machines will change things in the future, and how it will affect the economy and our security.” The US is trying to stay prepared for the fast changes coming with these technologies.
