Miami Beach police Sergeant Lemus recounted the events, stating that officers found Scott "standing by the dock and yelling at the vessel occupants." After warnings to leave the dock were ignored, officers moved to arrest him.

"Mr. Scott was briefly detained due to a misunderstanding," Cohen stated, as reported by NBC News.
