Private Sector Nears Emiratisation Deadline Amid National Targets Focus

Private companies in the UAE employing 50 or more workers have until Sunday, June 30th to meet the latest Emiratisation target set by the government. This initiative mandates that the proportion of Emiratis in larger firms must increase by 1 percent since the previous deadline in December, with a cumulative target of 5 percent. By December 30th, companies are expected to elevate Emirati representation in their workforce to 6 percent.

Introduced in September 2022, these targets necessitate a biannual 1 percent increment, aiming for a 2 percent annual increase to achieve a 10 percent Emirati employment rate by the end of 2026. Smaller businesses employing 20 to 49 individuals must hire at least one Emirati in a skilled position by the year's end and another by next year.

These regulations apply to privately owned enterprises across 14 sectors, including real estate, education, construction, and healthcare. The Ministry of Human Resources and Emiratisation has urged companies to prioritize meeting these benchmarks, emphasizing the registration of Emirati employees in authorized pension funds and the wage protection system.

Sheikh Mohammed bin Rashid, Prime Minister and Ruler of Dubai, announced in May that over 100,000 Emiratis are now employed in the private sector, marking a significant milestone towards broader national goals. Sheikh Mohammed reiterated the government's commitment to creating an additional 100,000 jobs for citizens within the next three years.

Emiratisation aims to enhance Emirati employment in the private sector, projecting an increase to 6 percent this year, 8 percent next year, and 10 percent by 2026. Businesses failing to meet these targets face financial penalties, with a fine of Dh48,000 per Emirati position vacant, escalating by Dh8,000 monthly until compliance is achieved. Companies found falsifying Emiratisation figures also risk severe penalties.

Despite exemptions for free zone companies, the ministry encourages their participation in the Emiratisation drive. As of March, over 1,200 companies were found employing Emiratis unlawfully, resulting in fines for "fake Emiratisation." Businesses with 20 to 49 employees failing to employ at least one Emirati by year-end face a Dh96,000 penalty, increasing to Dh108,000 if not two Emiratis by next year.

The government's stringent oversight underscores its determination to boost Emirati participation in the private sector workforce, ensuring sustainable economic growth and prosperity for the UAE.
