Determined, he meticulously restores each of the 150 rooms, replacing windows one by one, a laborious task expected to span several years. Gone is the Cyrillic sign of "Hotel Russia," now a relic alongside a weathered portrait of Vladimir Lenin, gathering dust under the open skies.

Vereshchagin's vision isn't just personal; it's a beacon of hope for Priozersk's future. Once a secretive enclave housing the Sary-Shagan missile range, where anti-ballistic weapons were tested during the Cold War, Priozersk is shedding its covert past. Mayor Mansur Akhmetov envisions a bustling tourism sector that could redefine the city's identity. Amidst reminders of its military history—replicas of S-75 missiles and faded posters extolling national defense—the city is poised for reinvention.

The missile range, though partially leased by the Russian government for strategic purposes, now shares space with efforts to open Priozersk to the world. Ivan Sabitov, a local resident, watches over abandoned missile silos and dismantled radars, relics of a bygone era. Yet, amidst this historical tapestry, Russian troops stationed here, managing the Kremlin's nuclear arsenal, find solace in Lake Balkhash's waters, hinting at a dual existence of military presence and tourist potential.

President Kassym-Jomart Tokayev's push to boost Kazakhstan's tourism, currently a modest 3.2% of GDP, aligns with Akhmetov's ambitious plans. These include revitalizing the city's coastline for leisurely strolls, constructing new hotels, and restoring pristine beaches. Already, small hotels dotting Priozersk host fishermen and early summer visitors, drawn by Lake Balkhash's allure. Olga Ryapolova, a Siberian tourist, extols the lake's warm waters and sandy shores, eagerly anticipating her next visit.

Despite pockets of desolation—a disused cement factory and remnants of Soviet industrial infrastructure—the city's ambition is evident. "The Golden Sands," a modern four-star spa established in 2016, symbolizes Priozersk's economic diversification. Employing 120 locals like Aizhan Musina, a former police officer turned spa receptionist, it provides a lifeline in a city historically reliant on military-related jobs. Musina, a native born during Priozersk's closed-off era, dreams of her city's renown as a tourist destination.

As Priozersk opens its doors, blending military legacy with newfound hospitality, the transformation promises not just economic growth but also a narrative of resilience and reinvention. Vereshchagin's solitary efforts atop his hotel epitomize this spirit—each window installed, a testament to Priozersk's journey from secrecy to the promise of a vibrant tourism future.
