The Taliban has introduced a series of stringent new laws in Afghanistan, banning women from showing their faces and having their voices heard in public. Announced on Wednesday and approved by Taliban leader Hibatullah Akhundzada, these regulations mark some of the strictest measures imposed on women since the Taliban's takeover in 2021.
These rules are detailed in a comprehensive 114-page document released by the Taliban’s Ministry for the Propagation of Virtue and the Prevention of Vice. This ministry, established to enforce the Taliban's strict interpretation of Islamic principles, is now responsible for implementing these new restrictions.
One of the central provisions, outlined in Article 13 of the document, mandates that women must cover their entire bodies, including their faces, while in public. This measure is justified by the Taliban as a means to prevent what the laws term "temptation."
Additionally, the new regulations prohibit women from speaking or singing in public, classifying a woman’s voice as private and therefore not to be heard by others. Women are also barred from making eye contact with men who are not their relatives. The laws further restrict the publication of images depicting living beings, which could negatively impact Afghanistan’s already struggling media landscape.

Other significant prohibitions include a ban on music, restrictions on women traveling alone, and regulations against men and women mixing in public unless they are related. The laws also stipulate that passengers and drivers must halt for prayers at designated times.
The Taliban's new legal framework reflects their ongoing efforts to enforce a rigorous interpretation of Islamic law. The United Nations has expressed deep concern over these developments, highlighting that such restrictions could exacerbate the difficulties faced by Afghan women and girls. A recent UN report cautioned that the actions of the Ministry for the Propagation of Virtue and the Prevention of Vice are creating an atmosphere of fear and intimidation across the country. The UN also warned that the ministry's expanding authority could have severe repercussions for Afghan society as a whole.
