Russia's Foreign Ministry announced on Friday that a decision has been made at the highest level to remove the Taliban from its list of terrorist organizations, as reported by the state news agency TASS. This decision is not yet final, as it requires several legal procedures to be implemented for it to take effect. Zamir Kabulov, President Vladimir Putin's special representative on Afghanistan, emphasized the necessity of these follow-up actions.

In July, President Putin indicated that Russia views the Taliban as an ally in the global fight against terrorism. Since the Taliban took control of Afghanistan in August 2021, following the withdrawal of U.S.-led forces after two decades of conflict, Russia has been gradually strengthening its relations with the group. Despite this growing connection, the Taliban remains officially outlawed in Russia.
Moscow had designated the Taliban a terrorist organization back in 2003, reflecting the complexities of international relations as Russia seeks to navigate its position in Afghanistan.
